Will Consider Accounting Officer (Specialist)
Under the general supervision of an Accounting Administrator I, the incumbent is responsible for the audit, payment, and reconciliation of service contracts in accordance with Government Codes, State Administrative Manual, Department procedures and the Prompt Payment Act. The incumbent is also responsible for other types of payment such as cooperative agreements, legal, training, miscellaneous invoices, and advances. The incumbent is responsible for researching and taking corrective action for various types of accounting entries as a result of errors. Applicant must have an effective oral and written communication skills, be able to take direction from supervisor or lead employee and be able to work independently. Regular and punctual attendance is desired.

Working Conditions
Multiple positions may be filled from this recruitment.
While at their base of operation, employees will work in a climate‑controlled office under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. Working hours will be set sometime between 6:00 a.m. and 5:00 p.m. Overtime may be required, and vacations may be restricted, during peak times and fiscal year end closing. Employees may be required to travel in state, but the travel is not very frequent.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in‑person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquarters location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquarters location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquarters location will be the responsibility of the selected candidate.

Desirable Qualifications
Knowledge of basic accounting principles and practices, government accounting, budgeting, and fiscal management. Ability to communicate effectively with staff, all levels of management, the public and other State agencies. The ability to make sound decisions and recommendations in regards to accounting practices and principles as used in State government. The ability to plan, organize, and establish work priorities to meet critical deadlines.
