NATURE OF THE CONSULTANCY:
IOM, as the leading intergovernmental migration agency, has been at the forefront of operational, research, policy, and advocacy efforts, seeking to bring environmental migration at the heart of international, regional, and national concerns, in collaboration with its Member States, observers and partners. At the beginning of 2015, a dedicated Migration, Environment, Climate Change and Disaster Reduction (MECR) Division was created to address the migration, environment, and climate change nexus.
Under the direct supervision of the Programme Support Officer (PGLS), Governance, Liaison and Support (PGLS) and the overall supervision of IOM Nigeria Deputy Chief of Mission, and in close coordination with the Senior MECR Associate, the Regional Thematic Specialist (RTS) on Migration, Environment and Climate Change for West and Central Africa and the IOM FMM II Programme staff (MECR), the national consultant will conduct a comprehensive study on climate-induced migration in Nigeria, focusing on the Migration, Environment, Climate Change, and Risk Reduction (MECR) nexus, including policy development and stakeholder engagement in support of the effective and efficient implementation of IOM Nigeria Migration, Environment and Climate Change (MECC) IDF project titled “Nigeria: Strengthening Evidence-Based Analysis and Stakeholders’ Capacities related to Human Mobility in the Context of Climate Change, Environmental Degradation and Disasters”.
Project Context and Scope:
According to the Intergovernmental Panel on Climate Change (IPCC), Nigeria has experienced a temperature rise of 1.1 degrees Celsius since the late 20th century, which is higher than the global average. This increase in temperature has resulted in more frequent and intense heat waves, draught, floods, storms and landslides which negatively affecting agriculture, water resources, and human health. According to the Nigeria National Migration Policy 2015 [1], the more drastic impacts of climate change are likely to affect population distribution and mobility, forcing millions of people to move because they are not able to adapt to changes in the physical environment. Nigeria emphasizes proactive responses to diverse forms of climate-induced migration, in alignment with global frameworks like the Global Compact for Migration and ECOWAS Common Approach to promoting gender-responsive strategies in recognition of the impact of climate on migration patterns.
The consultancy aims to address the growing challenge of climate-induced migration in Nigeria by providing in-depth research, stakeholder engagement, and capacity building. The consultant will assess current knowledge gaps, analyse the gendered impacts of climate migration, and recommend actionable policy interventions to strengthen Nigeria's response to climate mobility challenges.
DUCATION, EXPERIENCE AND/OR SKILLS REQUIRED:
Advanced degree in Environmental Studies, Migration Studies, or related fields.
Proven experience in climate migration research and policy development.
Strong facilitation and stakeholder engagement skills.
Demonstrated ability to produce high-quality, gender-sensitive reports.
Familiarity with Nigeria’s socio-political and environmental context.
Travel to identified data collection sites within Nigeria.
Participation in workshops, training sessions, and stakeholder meetings.

DURATION OF THE CONTRACT:
The duration of the contract will be 5 months (104 working days).

Cost for translation/interpretation (if applicable), communication (phone/internet) where applicable.
IOM will be responsible for:
Costs for in-country coordination for data collection, and local and international travel arrangements if applicable. This will include flight ticket, terminal transfer cost and accommodation only.
