The National Renewable Energy Laboratory (NREL) Laboratory is seeking a Classification Officer who will be responsible for managing the NREL Classification Management Program. The position resides within the National Security Research Oversight Office (NSRO) and will report to the Director of the NSRO while coordinating closely with the Office of Laboratory Protection (OLP) on matters related to safeguards and security. This role manages all aspects of the NREL Classification Management Program to ensure satisfactory performance and maintains operational awareness of any classification issues in accordance with DOE Order 475.2B, Identifying Classified Information, and associated Contractor Requirements Documents. The incumbent will advise NREL staff regarding classification of documents, handling of classified matter, and the broader protection of classified information.
As this is a recently established position, the incumbent will be responsible for further developing the classification management program at NREL, focusing on further definition of the program, including through policies and procedures; interfacing with DOE and other government agencies to ensure NREL’s program is informed by all relevant requirements; and training NREL staff to perform classified work in rigorous accordance with requirements, practices, and customer expectation.
Specific duties of this position include but are not limited to:
- Provide programmatic/technical support and expertise for classification of scientific, technical, and other information as well as providing classification guidance for NREL programs
- Conduct classification reviews of draft proposals, white papers, publications, and scientific papers and reports to identify scientific and technical information that requires protection or control in accordance with federal regulations and DOE policies and guidelines
- Develop, maintain, and provide training for NREL Derivative Classifiers and other NREL staff, ensuring awareness of classified and CUI subject areas, understanding of responsibility for protecting classified and CUI information, and knowledge of resources available for ensuring classified and CUI information is identified and protected
- Analyze complex information and provide interpretations to identify the classification or controls that will be required on programmatic work products or processes in order to adhere to current classification guidance from DOE and other federal agencies
- Provide guidance and leadership to all NREL Derivative Classifiers (DCs) so that they maintain a thorough knowledge and understanding of their area of classification authority and can competently execute their DC role within the boundaries of their charter
- Implement the policies, procedures, practices, and reporting requirements of the NREL Classification Management Program and CUI program. Develop new procedures as needed
- Compile statistics concerning the NREL Classification Management Program for internal NREL tracking and for DOE Headquarters Office of Classification
- Monitor assigned budgets
Basic Qualifications
Relevant bachelor's degree and 14 or more years of experience or equivalent relevant education/experience. Or, relevant master's degree and 12 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 9 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 9 or more years of experience or equivalent relevant education/experience.

Additional Required Qualifications
- Ten years of relevant experience in classified environments.
- Minimum of 7 years relevant experience in conducting classification and declassification duties with increasing responsibilities for managing, implementing, planning and evaluating, and assessing classification
- Minimum 6 years of project and program management experience
- Active DOE Q or TS clearance and the ability to obtain and maintain Sensitive Compartmented Information (SCI) Access
- Applies advanced technical principles, theories and concepts
- Contributes to the development of new principles and concepts
- Develops advanced concepts, techniques and standards
- Develops new applications based on professional principles and theories
- Viewed externally as subject matter expert in field
- Comprehensive and advanced knowledge of laws, regulations, principles, procedures and practices related to specific field
