The Senior Construction Subcontract Administrator plays a critical role for NREL and the Office of the CFO (OCFO). This team is a unique group tasked with providing end-to-end procurement services for NREL’s construction/maintenance projects in conjunction with Department of Energy. This hire will be responsible for oversight of some of NREL's most complex and strategic agreements supporting the construction growth of the campus. This role will manage a high volume of high dollar/high risk/high visibility projects that will largely be 'direct charge' (+$5M) projects. This position will be responsible for overseeing the direct charge portfolio of work and will mentor more junior staff working on the portfolio projects.
- Provide peer reviews of construction, A/E, maintenance statements of work for completeness and compliance purposes for high dollar value, high visibility and highly complex construction projects, mentoring, guiding and training existing or new team members on NREL and federal contracting methods and processes.
- Perform market research as the Procurement Project Manager to find viable contractors to perform the work and develop an acquisition strategy and project milestones.
- Develop and draft a sole source or competitive solicitation package (including establishing best value or LPTA criteria).
- Complete RFP or award package and present it to the leadership team/ DOE for final review and approval when required.
- Prepare and post solicitations for SAM.gov and lead pre-bid and pre-construction job walks for potential offers and awardees.
- Respond to technical questions from potential offerors, receive, track and review incoming proposals from offerors, and develop a comprehensive negotiation strategy, perform discussions, clarifications and debriefs.
- Negotiate pricing, negotiate terms, recommend award, and prepare the necessary documentation in support of purchasing decisions (award package) and perform cost or price analyses; making competitive range determinations; coordinating with technical experts and evaluation teams.
- Perform post award duties and subcontract administration, including leading pre-construction meetings, issuing Notices to Proceed to the awardee, drafting change orders, drafting field change orders, drafting and issuing modifications and drafting closeout documentation.
- Daily use of ASIQ, Oracle EBS and Procurement Cloud, Google, Microsoft Suite, and Adobe Suite applications, and organizational, decision-making, and problem-solving skills.
- Daily use of Service Contract Act and/or Davis Act requirements.
- Interface with the leadership team in a professional manner and present updates on construction and strategic projects as needed.
- Perform other duties as assigned.
Basic Qualifications
Professional V - Relevant Bachelor's Degree and 14 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 12 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 9 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 9 or more years of experience or equivalent relevant education/experience.
Professional IV - Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience.
Additional Required Qualifications
- Proven experience in federal contracting/procurement of supplies, services and construction (FAR), supply chain, management, business, contracts administration or similar field.
- Proficient knowledge of the Federal Acquisition Regulations (FAR), other laws, regulations, principles, procedures and practices related to government contracting (similar to GS 1102 positions).
- Contributes to the development of new processes, standards and strategy. Superior leadership, project management and problem solving skills.
- Strong communication, interpersonal and organizational skills, with attention to detail and planning.
- Ability to work in a changing and fast pace team-oriented environment, interprets and discuss technical information with others, and analyze and provide solutions to less complex contractual issues.

Preferred Qualifications
- NCMA CPCM or CFCM, Design-Build of America (DBIA) and/or Construction Specifications Institute (CSI) certifications.
