ASSOCIATE TRANSPORTATION PLANNER
Job Description and Duties
The Associate Transportation Planner in the System Planning Branch is a journey level position that handles complex and high level system planning staff work. The position may serve in a lead capacity for some assignments, as a team member in other assignments, or in a support role. The incumbent works with Division staff and management, other Divisions, Districts, Department management, Transportation Agency, partner agencies, advocacy groups, stakeholders and the public. Specific assignments vary as program needs fluctuate and the Office responds to policy and legal requirements. Assignments may have very short deadlines or long-lead efforts.
Under the general direction of a Senior Transportation Planner, the incumbent must have the ability to work independently and in a team environment. The incumbent will lead or provide assistance in the development, review, analysis, and implementation of programs, directives, guidance and performance measurement with regards to statewide System Planning Program activities and products such as, but not limited to the District System Management Plan (DSMP); Corridor Plans; and etc. The incumbent may support various deliverables within the Office of Corridor and System Planning.
System Planning provides the basis for identifying current and future deficiencies on the State Highway System and identifies strategies and projects to address deficiencies and make improvements to meet the State goals. The System Planning Program provides the basis for identifying and prioritizing transportation improvements and strategies integrating different modes (i.e.Active Transportation, Rail, Freight, Transit, and etc.) for recommendations into local and regional plans, Caltrans System Planning documents (including Relinquishment Assessment Report (RAR), Interregional Transportation Strategic Plan (ITSP) and others) and pre-programming activities such as Project Initiation Documents (PID) and Multimodal, Operations, Non-SHOPP, Transportation Equity Report (MONSTER). These activities may require the incumbent to develop guidance, policies, presentations, maps, correspondence, fact sheets and technical analysis. The incumbent may represent the System Planning Branch on a variety of advisory and technical groups, make presentations at seminars and technical advisory committees, and prepare written reports for a variety of audiences.
Eligibility for hire may be determined by your score on the Associate Transportation Planner / Transportation Planner exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. It takes approximately 4-6 weeks from the cut-off dates to receive a score for your Associate Transportation Planner exam.
