ACCOUNTING ADMINISTRATOR I (SUPERVISOR)
Job Description and Duties
Under the general supervision of an Accounting Administrator II, the Accounting Administrator I (Supervisor) is responsible for directing, planning, and managing professional staff in the Federal Reimbursement Section of the Office of Project Accounting. This position involves providing guidance on a statewide basis to ensure that federal and fiscal controls for the department's federal expenditures are properly maintained. This includes overseeing the Department's Federal billing, collecting, and reporting federal reimbursements for the Department's Transportation Programs. The position requires contact with employees at all levels within the Department, State Treasury Office, Department of Finance, Federal Highway Administration, Federal Transit Administration, and auditing entities.
Eligibility for hire may be determined by your score on the Accounting Administrator I (Supervisor) exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Desirable Qualifications
- Knowledge of accounting principles and procedures, including the special requirements of governmental accounting as well as the uniform accounting procedures that apply to local and federal government.
- Knowledge of federal and state laws, policies and procedures, the department’s budget development and fiscal processes, the federal regulations and the local program’s policies and manuals, and principles and trends of public administration and the department’s mission, goals, and objectives.
- The ability to plan, organize and direct the work of others, reason logically and creatively and utilize a variety of techniques to resolve problems, communicate effectively, both orally and in writing, with organizational managers and their staff on issues or problems, provide detail instructions and conduct training sessions to engineering staff on fiscal matters, and analyze situations accurately and adopt an effective course of action.
- Familiarity with Government Code, Department of Personnel Administration rules, Policies and Procedures, Management Memorandums and other methods of information flow that govern the conduct of employees during work hours.
- High degree of initiative on the job, strong interpersonal, analytical, problem solving, oral and written communications skills, and work in a team environment.
