Job Description and Duties
Under the direction of the Chief of the Office of Innovative Design and Delivery, a Supervising Transportation Engineer, the Senior Transportation Engineer is responsible for management of various special projects and/or programs relating to innovative design and project delivery. These projects will vary in duration and complexity and will be dynamic in nature, and may include, but are not limited to value analysis and alternative contracting such as Design-Build, Progressive Design-Build (PDB), Construction Manager/General Contractor (CMGC), and Job Order Contracting (JOC). Perform difficult and complex engineering work in a specialist capacity to develop innovative delivery program framework and guidelines; proposed project construction and design analysis methods; and oversight of project delivery and quality management. In cooperation with other Division Office Chiefs, and Headquarters and District functional units, incumbent is expected to make technical, engineering decisions in pursuing a course of action that will most effectively and efficiently serve Departmental and Division goals and objectives.
Eligibility for hire may be determined by your score on the Senior Transportation Engineer exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Working Conditions
Position located in Sacramento, Sacramento County. This is a Limited Term position which may be extended to 24 months or become permanent. The incumbent will work in a climate-controlled office under artificial lighting. The use of a laptop computer is essential. Travel to the Districts and the conferences will subject the incumbent to the typical rigors of air, auto and transit travel and overnight hotel stays. Some project field reviews will require the incumbent to work outside of the office along our state highways or other project sites for short periods of time.

Special Requirements
Statement of Qualifications (SOQ) is required. Failure to submit a Statement of Qualifications will disqualify candidates from the hiring process.
1) Demonstrated knowledge of and experience in project delivery processes related to innovative project delivery methods.
2) Demonstrated knowledge of and experience in implementing standards, policies, procedures and guidelines pertaining to the design of project.
3) Demonstrated ability to communicate effectively, both orally and in writing and to make effective presentations and competently represent Caltrans before state, federal and local agencies, industry advocacy groups and the business community.
4) Ability to effectively apply logic and creativity in decision making processes on project development matters often on difficult and politically sensitive transportation projects implemented by the Department.
