Introduction

The Construction Health and Safety Manager is responsible for leading and managing all health and safety functions on the construction project. The incumbent ensures full compliance with the Occupational Health and Safety Act (Act 85 of 1993), Construction Regulations, project-specific Health and Safety Specifications, client requirements, and company policies.

The role provides strategic leadership in developing, implementing, monitoring, and continuously improving the Construction Health and Safety Management System to achieve a safe, incident-free work environment throughout the project lifecycle.

The successful candidate must:

Be registered as a Construction Health and Safety Manager (Pr.CHSM) with the South African Council for the Project and Construction Management Professions (SACPCMP).
Have maintained SACPCMP registration as a Construction Health and Safety Manager for a minimum of five (5) years.

Duties & Responsibilities

Key Responsibilities

Health and Safety Leadership

Develop and implement the Construction Health and Safety Management Plan.
Promote a proactive safety culture across the project.
Lead the Health and Safety team to achieve project objectives.
Ensure compliance with statutory and contractual Health and Safety requirements.
Advise project management on Health and Safety matters.
Monitor Health and Safety performance across all work fronts.

Legal Compliance

Ensure compliance with the Occupational Health and Safety Act (Act 85 of 1993) and Construction Regulations, 2014.
Verify that all statutory appointments are in place and current.
Ensure contractors comply with all legislative requirements.
Monitor compliance with client Health and Safety specifications.
Maintain all statutory Health and Safety records.
Liaise with the Department of Employment and Labour and other regulatory authorities during inspections and audits.

Risk Management

Ensure comprehensive Hazard Identification and Risk Assessments (HIRA) are conducted.
Review and approve Method Statements and Safe Work Procedures.
Monitor the implementation of control measures.
Conduct regular workplace inspections and safety audits.
Monitor high-risk construction activities and ensure appropriate controls are implemented.

Incident Management

Lead investigations into incidents, accidents, dangerous occurrences, and near misses.
Identify root causes and implement corrective and preventive actions.
Ensure incidents are reported in accordance with legal and client requirements.
Monitor the effectiveness of corrective actions.

Health and Safety Monitoring

Conduct routine inspections and compliance audits.
Monitor contractor Health and Safety performance.
Review daily, weekly, and monthly Health and Safety reports.
Track project Health and Safety KPIs.
Ensure deficiencies are addressed promptly.

Training and Competency

Develop and implement Health and Safety training programmes.
Verify competency of employees and contractors.
Coordinate induction training for all personnel.
Ensure mandatory statutory training remains valid.
Maintain training and competency records.

Emergency Preparedness

Develop and maintain emergency response procedures.
Coordinate emergency drills.
Ensure emergency equipment is inspected and maintained.
Liaise with emergency response services.
Lead emergency response activities when required.

Contractor Management

Evaluate contractor Health and Safety plans.
Monitor contractor compliance.
Conduct contractor audits.
Participate in contractor performance reviews.
Ensure corrective actions are implemented.

Reporting

Prepare daily, weekly, and monthly Health and Safety reports.
Present Health and Safety performance to management and the client.
Analyse Health and Safety trends.
Recommend continuous improvement initiatives.

Qualifications and Experience

Minimum Qualifications

The successful candidate must possess one of the following:

National Diploma (NQF Level 6) or Bachelor's Degree (NQF Level 7) in:
- Occupational Health and Safety
- Environmental Health
- Safety Management
- Construction Management
- Engineering
- Risk Management
- Environmental Management
- Built Environment or another related discipline.

The successful candidate must:

Be registered as a Construction Health and Safety Manager (Pr.CHSM) with the South African Council for the Project and Construction Management Professions (SACPCMP).
Have maintained SACPCMP registration as a Construction Health and Safety Manager for a minimum of five (5) years.

Desired Experience & Qualification

Experience

The successful candidate must have:

A minimum of five (5) years' registration as a SACPCMP Construction Health and Safety Manager.
At least four (4) years' experience as a Construction Health and Safety Manager on mega construction or renewable energy projects.
Demonstrated experience on utility-scale Solar PV, Wind, Battery Energy Storage Systems (BESS), transmission lines, substations, or other large infrastructure projects.
Proven experience implementing and managing Construction Health and Safety Management Systems.
Extensive knowledge of construction risk management, contractor management, and incident investigation.
Experience conducting legal compliance audits and interacting with regulatory authorities.
Strong report writing, presentation, and stakeholder management skills.
Proficiency in Microsoft Office Suite.

Mandatory use of personal protective equipment (PPE) and compliance with all site-specific safety requirements.
