Job Description
Role Purpose:
To lead the full lifecycle of my client's solar farm projects, including:
- Feasibility and site/land coordination
- Regulatory approvals and licensing (LSS, PPA, EIA/SIA)
- EPC contractor management and construction execution
- TNB grid connection and commissioning
- O&M readiness and long‑term plant performance
Key Responsibilities:
1. Project Development & Regulatory
- Lead the full project execution roadmap.
- Coordinate land readiness, site access, landowner matters, and local authority requirements.
- Oversee feasibility studies, solar resource assessments, technical due diligence, EIA/SIA coordination, and project risk reviews.
- Drive progress on LSS licence applications, PPA negotiations, grid connection approvals, and all relevant submissions to authorities, TNB, SEDA/ST, and other stakeholders.
- Maintain a master project tracker for approvals, consultants, deadlines, permits, and critical dependencies.
2. EPC, Engineering & Construction
- Coordinate EPC contractors, consultants, technical partners, and internal project teams.
- Review project schedules, construction methodology, plant layout, substation/interconnection requirements, and commissioning plans.
- Ensure Tier‑1 equipment procurement, robust QA/QC processes, HSE compliance, and proper documentation throughout the construction phase.
- Monitor budget, cost control, contractor claims, variation orders, and project progress against approved milestones.
- Report weekly to the Group CEO on project status, risks, delays, budget exposure, and key decision items.
3. Operations & Maintenance (O&M) Readiness
- Build the O&M plan well in advance of the Commercial Operation Date (COD).
- Set up SCADA monitoring, performance ratio (PR) tracking, preventive maintenance schedules, vegetation control, panel cleaning protocols, and spare parts strategy.
- Develop plant performance KPIs covering availability, generation output, PR, downtime, response time, HSE incidents, and revenue impact.
- Plan manpower requirements for long‑term O&M and asset management.
- Support potential third‑party O&M revenue opportunities.
4. Stakeholder Management
- Liaise with government agencies, local authorities, TNB, contractors, consultants, investors, financiers, and technology partners.
- Support the Group CEO in investor, board, and partner presentations.
- Coordinate with Group Finance, Legal, Engineering, and Corporate Affairs on all project‑related matters.
Requirements:
- Degree in Electrical Engineering, Mechanical Engineering, Renewable Energy, Project Management, or a related field.
- 12–18 years of experience in solar, power generation, utilities, infrastructure, EPC, or renewable energy.
- Strong experience in utility‑scale solar, LSS projects, grid connection, EPC coordination, and commissioning.
- Familiarity with TNB requirements, PPA structure, SEDA/ST processes, HSE, and ESG reporting.
- Proven ability to manage contractors, consultants, authorities, and project stakeholders effectively.
- Bahasa Malaysia and English are required. Mandarin is an added advantage due to engagement with international technology partners.
- Willing and able to travel regularly to project sites in Perak.
