Role Overview
We are seeking an experienced Environmental Manager / Environmental Advisor to support the preparation, management, and execution of maintenance and infrastructure contracts within a complex civil engineering environment. The role focuses on safeguarding environmental requirements, stakeholder management, permits, communication, risk management, and contract compliance.
You will act as a trusted advisor to Contract Managers and Environmental Managers, ensuring environmental considerations are effectively integrated into project planning and execution while maintaining operational continuity and regulatory compliance.
Key Responsibilities
Environmental Management

Ensure environmental requirements are incorporated into contract preparation and execution.

Review contract documents for completeness, feasibility, compliance, and environmental impact.

Monitor compliance with applicable legislation, regulations, standards, and contractual requirements.

Support the development and implementation of environmental management plans and strategies.
Stakeholder Management
-
Coordinate with internal and external stakeholders, including:

Municipalities
-
Provinces
-
Emergency and rescue services
-
Public transport organizations
-
Asset managers
-
Contractors
-
Businesses and residents
-
Government agencies
-
Facilitate communication and alignment between project teams and stakeholders.

Maintain records of consultations, agreements, and decision-making processes.
Contract Support & Risk Management
-
Provide environmental input for contract preparation, tendering, and execution.

Identify, assess, and manage environmental and stakeholder-related risks.
-
Advise project teams on mitigation measures and compliance requirements.

Support assessment of contractor submissions, quotations, and budgets from an environmental perspective.

Ensure environmental obligations are addressed throughout the project lifecycle.
Communication & Public Relations

Prepare written communications and stakeholder updates.

Respond to public inquiries and stakeholder concerns.

Coordinate communication activities with internal communications teams.

Maintain accurate documentation and reporting within organizational systems.
Project Coordination

Support project preparation and realization phases within civil engineering projects.
-
Coordinate environmental activities with project teams, contractors, and operational stakeholders.
-
Monitor project impacts and recommend corrective actions when necessary.

Contribute to maintaining operational continuity during project execution.
Reporting & Documentation

Prepare reports, analyses, recommendations, and environmental assessments.

Document risks, decisions, agreements, and project developments.

Ensure all documentation is complete, traceable, and compliant with organizational requirements.

Provide clear recommendations to project and contract management teams.
Required Skills & Experience
Must-Have

HBO degree or equivalent professional working and thinking level.

Minimum 3 years of experience in environmental management and stakeholder management.

Excellent written and verbal communication skills in Dutch.
