High-Level Overview
This project supports the operational implementation of a national energy transition initiative aligned with the Mission 300 program, delivered through the government ministry responsible for energy and hydrocarbons. The initiative aims to significantly expand electricity access and accelerate the adoption of clean and improved cooking solutions, contributing to national targets of 80% electricity access and 50% clean cooking access by 2030.
To strengthen delivery, dedicated Compact Delivery and Monitoring Units (CDMUs) are being established across government institutions. The CDMU within the energy ministry is responsible for the day-to-day implementation of the National Energy Compact, including project development, reform execution, stakeholder coordination, and monitoring of electrification and clean cooking deployment.
Within this framework, the client is seeking a Renewable Energy and Clean Cooking Expert who will also serve as Coordinator of the CDMU-MEH. The role combines sectoral technical leadership with program coordination responsibilities, guiding the electrification and clean cooking components of the National Energy Compact while ensuring integrated delivery across the CDMU workstreams.
The Expert will lead the CDMU-MEH consultant team and coordinate implementation across ministries, regulators, utilities, development partners, and private operators. The position plays a central role in ensuring that the National Energy Compact progresses in line with national objectives, operational realities, and international partner expectations.
Role and Responsibilities
Role: Renewable Energy & Clean Cooking Expert
Direct Report: Secretary General, Ministry of Energy and Hydrocarbons (MEH) (day-to-day: Coordinator, CDMU-MEH)

Key Deliverables:
Electrification Program Development and Implementation

Support programs related to electricity generation, transmission, and distribution in coordination with national utilities and sector agencies.

Assess infrastructure needs for reinforcement, modernization, and expansion of the electricity system.

Develop technical and financial solutions for off-grid electrification including mini-grids, nano-grids, metro-grids, and solar home systems.

Structure projects and financing mechanisms including public-private partnerships and tariff incentives.

Integrate service quality, financial viability, and climate resilience considerations into program design.

Facilitate coordination among relevant ministries, agencies, private sector operators, development partners, and civil society.
Clean Cooking Strategy and Implementation

Support formulation and rollout of the national clean cooking strategy.

Identify and promote appropriate technologies such as improved cookstoves, LPG, biofuels, electric cooking, green charcoal, and biogas.

Develop incentive mechanisms, subsidies, and distribution models to support market adoption.

Integrate health, environmental sustainability, gender, and social inclusion considerations into program design and implementation.
Strategic Coordination and Sector Monitoring

Coordinate implementation and monitoring of renewable energy and clean cooking programs aligned with national electrification planning.

Contribute to sector reforms and improvements to the legal and regulatory framework.

Ensure operational coherence across projects implemented with national institutions and development partners.

Collaborate with CDMU consultants (legal, IT, communication) to ensure integrated program delivery.

Coordinate closely with the CDMU located within the Presidency to support strategic oversight of Compact delivery.

Lead preparation and consolidation of progress reports on the implementation of the National Energy Compact and its contribution to Mission 300.
Leadership and Management of the CDMU-MEH

Lead and supervise the CDMU-MEH consultant team.

Coordinate activities across workstreams and ensure timely delivery of outputs.

Requirements
Experience Required:
-
Minimum 10 years of experience in the energy sector, with expertise in renewable energy, electrification programs, or clean cooking initiatives.

Proven experience in project management, strategic planning, monitoring and evaluation, and stakeholder coordination.

Demonstrated ability to lead multidisciplinary teams and manage complex programs involving government institutions, development partners, and private sector actors.
Technical Requirements:

Advanced university degree (Master’s or equivalent) in a relevant field such as electrical engineering, renewable energy, energy economics, infrastructure development, or public policy.

Strong expertise in renewable energy deployment, electrification planning, and clean cooking technologies.

Experience structuring infrastructure projects and financing mechanisms.

Strong understanding of sector governance, policy frameworks, and institutional coordination in the energy sector.
