Objective
As a Project Engineering Manager (PEM), the individual shall ensure that all engineering activities of the project are executed within the stipulated time, meeting both quality and cost requirements. The PEM shall ensure adherence to the L2 schedule, work on optimizations and alternate solutions, and drive quick delivery with a positive margin.
The role includes inter‑discipline coordination (PV, BESS, OHTL, Civil, Structural, MEP & Instrumentation), as well as work allocation and man‑hours planning across project roles.
Key Responsibilities
Planning & Coordination
- Plan, schedule, assign work, establish priorities, and ensure timely completion as per specifications.
- Coordinate with all discipline engineering teams and resolve engineering conflicts.
- Balance depth of engineering analysis with time and cost constraints.
- Coordinate with Remote Engineering Office, Local Consultants, ACWA, NEGU, and local authorities for engineering approvals.
- Coordinate with the Project Planning Manager to align engineering deliveries with the project schedule.
- Conduct regular project review meetings to ensure schedule adherence.
- Conduct internal review meetings for resource optimization and productivity enhancement.
Engineering Review & Approvals
- Review engineering documents prepared by the Remote Engineering Office and assign them to Local Adaptation Consultants for translation and compliance with local standards.
- Review designs, calculations, and drawings; ensure timely submissions and client approvals.
- Review non‑conformance and concession reports.
- Review drawings prepared by Design Engineers and Draughtspersons.
- Ensure BIM implementation in projects.
Vendor & Procurement Support
- Clarify vendor‑related issues and ensure timely delivery of materials to site.
- Support Supply Chain Management in resolving procurement issues and finalizing vendor engineering orders.
- Review vendor evaluations against client technical specifications.
- Ensure issuance of Manufacturing Clearance through effective communication with suppliers.
- Provide post‑tender clarifications to the Contracts team after vendor discussions.
Site & Field Engineering Support
- Provide technical support to the construction and commissioning teams.
- Support site execution teams on design‑related issues and commercial matters.
- Review critical issues and procedural delays related to equipment design.
BOQ, Estimation & Documentation
- Enable and review accurate estimation for Bill of Materials.
- Support BOQ preparation, review of pre‑bid offers, and technical submissions.
- Highlight additional/variation scope to the client with proper documentation.
- Maintain project‑specific EDRC deliverables in a structured file server.
Leadership & Team Management
- Lead and manage Design Leads, Design Engineers, and Draughtspersons.
- Promote independent actions to improve operational efficiency and customer relations.
- Resolve conflicts between engineers and customers to achieve mutual satisfaction.
- Monitor and guide the team on lessons learned from ongoing/executed projects.
- Communicate and clarify deliverable lists and resource requirements with the client.
Technical Expertise
The PEM must possess strong expertise in primary and secondary engineering for substation projects, including:
Substation Engineering
- Thorough understanding of GIS/AIS substation design up to 500 kV.
- Experience in PV/BESS plant engineering and AIS substations (preferred).
- Mandatory experience working in Uzbekistan, with preference for candidates experienced in obtaining approvals from NEGU and local authorities.
Equipment Knowledge
- Proficiency in selection of:

Design Expertise
- Substation primary & secondary design including:
- Earthing
- Lighting

- Experience leading projects across different geographies, clients, and utilities.
