DEP’s Office of Technology and Information Services (OTIS) is currently seeking an OPS Application Systems Programmer I as part of the Application Maintenance Services team. The role of this position is to provide support to end users in the organization on how to use various types of software programs efficiently and effectively in fulfilling business objectives. This includes troubleshooting applications and software for all internal customers, such as operations, development, and other business units. The incumbent will also assist in the design, delivery, and improvement of in-house software applications, training programs and related courseware. The incumbent is also responsible for writing, coding, testing, and analyzing software programs and applications. This includes researching, designing, documenting, and modifying software specifications throughout the production life cycle. The position will also analyze and amend software errors in a timely and accurate fashion and provide status reports where required.
Specific duties and responsibilities
- Assist developers, analysts, and designers in conceptualizing and development of software programs and applications.
- Consistently write, translate, and code software programs and applications according to specifications.
- Run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging.
- Conduct research on emerging application development software products, languages, and standards in support of procurement and development efforts.
- Recommend, schedule, and perform software improvements and upgrades.
- Liaise with network administrators, systems analysts, and software engineers to assist in resolving problems with software products or company software systems.
- Evaluate documented resolutions and analyze trends for ways to prevent repeated future problems.
- Communicate application problems and issues to key stakeholders, including management, development teams, end users, and unit leaders.
- Maintain and enhance performance of all new and existing software and applications across the organization.
- Participate in the design, development, and delivery of software development training programs and individual classes.
Required Knowledge, Skills, and Abilities
- Working knowledge/experience with programming languages: PHP, Oracle PL/SQL, and/or Java.
- Knowledge of relational database designs.

Minimum Qualifications
At least four years of verifiable related experience. Post‑secondary degrees from an accredited college or university with a major in Computer Science, Information Systems, Information Technology or a related IT field may be used as an alternative for the required years of experience on a year‑for‑year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
Preferred Qualifications
- Experience with Oracle databases, including tuning, complex PL/SQL queries and database objects (DML and DDL).
- Experience with database query tools (e.g., TOAD, SQL Developer, SQL Navigator).
- Knowledge of application/database security, including role‑based security.
- Solid working knowledge of web development, including XML, HTML, CSS, JavaScript, JavaScript frameworks (such as jQuery or AngularJS), and AJAX.
- Experience with responsive design frameworks, preferably Bootstrap.
- Experience using code repositories, preferably Git.
- Knowledge of architectural design patterns such as MVC.
- Experience using continuous integration tools, preferably Jenkins.
- Proven experience with troubleshooting principles, methodologies, and issue resolution techniques.
- Familiarity with Agile Development, specifically Scrum, Extreme Programming (XP) and Kanban.
- Knowledge of Information Systems Development Methodology (ISDM).
- Knowledge of trends in technology relating to software applications.
