Position Overview and Responsibilities: This is a first level intermediate level professional position in the Department’s National Pollutant Discharge Elimination System (NPDES) Stormwater program.
Provides intermediate level technical assistance (e.g. rule interpretation, permit determination on applicability) to the regulated community, Department staff, other agencies and the public on stormwater management and regulation under the NPDES Stormwater Program, related to Multi-Sector Generic Permits, No Exposure Exclusion and the Construction Generic Permit Notice Center.
Review submissions from applicants for NPDES permits (CGP, CGD, MSGP and NEX) for completeness, entry of data into Department databases (WAFR, FIESTA), and generate a request for additional information or completeness (e.g. technical permit information) letters. Sort incoming mail and assign notices for processing. Process and enter permit fee checks into Cash Receiving Application (CRA). Correspond with Permittees as needed for the collection or distribution of information relevant to the NPDES Permits. Enter documents into the Department’s electronic document management system. Support the Division with pending refunds and the payments unallocated. Provide Quality Assurance review of submissions processed by Program staff. Maintain and update business process documents including SOPs, template letters and tracking systems. Assist with making MSGP permit coverage determinations. Perform training on the Notice Center operations for all new employees. Fulfill public records requests in a timely fashion.
Rulemaking support: Assist in analytic reviews, interpretation and making recommendations to the State’s Multi-Sector Generic Permits (MSGP), Construction Generic Permit (CGP) and No Exposure Exclusion (NEX) to be consistent with Federal rules. Assist in organizing meetings and documenting workflow with OGC, DEP District staff and the compliance program.
MS4 support: Assist MS4 coordinators in maintaining a tracking database (e.g. audit schedule, compliance status, permit processing) that will provide intermediate level technical assistance to MS4 coordinators for incoming submission completeness, audit frequency, and compliance results. Enter permitting and compliance data/documents into WAFR, FIESTA, and Oculus. Assist in the generation of requests for additional information (e.g. technical permit information) and acknowledgement letters.
Required Knowledge, Skills, and Abilities: Knowledge of stormwater control program principles, laws, regulations and stormwater best management practices design, implementation, and effectiveness. Knowledge and skill in the use of computers and software programs utilized for word processing, database management, and spreadsheet applications. Ability to evaluate, analyze, and interpret scientific or technical data. Ability to prepare technical reports. Ability to work independently. Ability to communicate effectively, verbally and in writing. Ability to establish and maintain effective working relationships with others. Ability to direct and participate in intensive fieldwork, involving long hours and physically taxing conditions. Ability to travel outside of the Tallahassee area.
Minimum Qualifications: A Valid Driver’s License. Four-year experience of verifiable related experience in engineering, environmental science or one of the natural sciences. Post‑secondary degrees may be used as an alternative for the required years of experience on a year‑for‑year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
Position of Special Trust Requirement: This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
