The Work You Will Do:
This posting is for a full-time, career service
Environmental Specialist III position with the Water Compliance
Enforcement Program (WCEP) in DEP’s Division of Water Resource
Management. This position provides technical assistance to
internal and external users of the EzDMR system. This position
also coordinates with system users and the Office of Technology
and Information Services (OTIS) to identify, implement and test
system enhancement, to improve efficiency and accuracy of
electronically reported data.

Water Resource Management (DWRM) is responsible for implementing
state laws providing for the protection of the quality of
Florida’s drinking water, ground water, rivers, lakes, estuaries
and wetlands; and the reclamation of mined lands.
DWRM is comprised of several programs that perform water
facilities regulation, and operational support services and
functions. The division also serves as Florida’s central point of
contact for federally delegated/assumed water programs and has
regulatory oversight of certain functions of water and wastewater
facilities throughout Florida. We work toward safeguarding
Florida’s water resources and enhancing natural systems through
partnering with local communities, and providing a more certain,
consistent and effective regulatory process. Our goal is to
enhance both the quality and available quantity of water needed
by the state’s residents, visitors, and industries, while also
providing protection of the state’s wetlands, other surface
waters, and ground waters today and for generations to
come.

Pay:
$52,530.00/annually
Your Specific Responsibilities:
-
Coordinates the EzDMR submission process to ensure that
applicants can submit their electronic discharge monitoring
reports in a timely manner.

Responds to both internal and external questions and
issues concerning all aspects of the EzDMR system.

Assists wastewater and stormwater facilities requesting
to electronically submit their Discharge Monitoring Reports
(DMRs). In addition, help appropriate district offices,
delegated local programs, and other DEP staff to ensure all
permit monitoring requirements are properly loaded into the
EzDMR system from various permitting applications.

Provides business process and requirements information
on the EzDMR system, identifies enhancements or user support
issues and test functionality of database changes upon
deployment to the EzDMR system, including the beta, alpha and
production environments.

Provides various monthly EzDMR reports to program staff
and District offices.

Develops, prepares, edits, delivers, and maintains
various EzDMR training materials, documents, quick guides, and
presentations for both internal and external users.

Performs other-related duties as required. Includes
performing back up data entry for Compliance Monitoring
section, including the wastewater spill entry.
Required Knowledge, Skills, and
Abilities:
-
Knowledge of technical aspects of environmental science
related to environmental protection.
-
Knowledge of the terminology and regulatory principles
relative to regulatory programs.
-
Basic skills with information management software and
tools.
-
Ability to learn the concepts of relational database
design and database querying techniques.
-
Ability to work with technical personnel to elicit
information management needs and solutions.
-
Ability to train people, organize and plan work,
prepare reports, and establish and maintain effective working
relationships with others.
-
Ability to communicate technical information effectively
both verbally and in writing.
-
Ability to work independently.
Required or Preferred Qualifications:
A Bachelor's degree from an accredited college or
university and 2-years of relevant work experience OR 6-years
of relevant work experience can substitute.

position:
This position is designated as a Position of
Special Trust in accordance with DEP-422 (Positions of Special
Trust or Responsibility). Any applicant being considered for
employment must successfully complete a Level 2 State and
National criminal history check as a condition of employment
