The Work You Will Do:
This position is a Senior Management Analyst II – SES. This is a professional position with responsibility for maintaining the legal framework of the Florida Coastal Management Program (FCMP), for managing multiple activities that support and implement the FCMP, and for managing the Office of Resilience and Coastal Protection’s (ORCP) participation in regulatory matters as they relate to ORCP-managed areas. The position reports directly to the Deputy Director with oversight of coordinating these programs. The individual in this position must have good interpersonal skills, exercise independent judgment, and ensure that work products are of the highest quality and comply with applicable state and federal statutes and rules. This position supervises two FTEs and one full-time OPS position.

The FCMP is a complex interagency and intergovernmental state program involving policy issues and interactions with federal, state, and local agencies and other states. This position coordinates the interactions between state and federal agencies relating to the FCMP federal consistency process. Develops federal consistency procedures, statutory amendments, procedural rules and other program maintenance activities in consultation with the supervisor, State Clearinghouse, and the program attorney. This position oversees regulatory matters including coordinating permitting comments and public interest for ORCP-managed areas as well as providing regulatory technical assistance to ORCP staff outside and within the office, including but not limited to site visits, production of correspondence, memos, and guidance documents.

Pay:
Starting salary for this position is $52,859.88 - $60,000.
Your Specific Responsibilities:
This professional supervisor position spends majority of their time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.
Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Office to Resilience and Coastal Protection to operate more efficiently and effectively. Responsible for maintaining the legal framework of the Florida Coastal Management Program (FCMP), for managing multiple activities that support and implement the FCMP, and for managing the Office of Resilience and Coastal Protection’s (ORCP) participation in regulatory matters as they relate to ORCP-managed areas. The position reports directly to the Deputy Director with oversight of coordinating these Programs. The FCMP is a complex interagency and intergovernmental state program involving policy issues and interactions with federal, state, and local agencies and other states. Specific tasks:
- Assists in the implementation of FCMP activities and tasks, including Sections 306, 309, 310 and 312 of the CZMA.
- Prepares FCMP Routine Program Changes, Program Amendments, public notices and other documents necessary for the National Oceanic and Atmospheric Administration’s (NOAA) approval of the FCMP statute updates.
- Consults with affected agencies and states as needed to maintain approved enforceable policies with current law. Convenes and coordinates the Coastal Managers Forum to be able to regularly communicate with affected agencies.
- Coordinates the interactions between state and federal agencies relating to the FCMP federal consistency process. Develops federal consistency procedures, statutory amendments, procedural rules and other program maintenance activities in consultation with the supervisor, State Clearinghouse, and the program attorney.
- Provides training and technical assistance for federal, state, and local government agency representatives, including the preparation of guidance materials, to ensure the effective implementation of the federal consistency review process, the improvement of inter-and-agency coordination, and to promote increased awareness of the FCMP.
- Oversee regulatory matters including coordinating permitting comments and public interest for ORCP managed areas
- Provides regulatory technical assistance to ORCP staff outside and within the office, including but not limited to site visits, production of correspondence, memos, and guidance documents.
- Assists with the FCMP State Agency and Coastal Partnership Initiative subaward grant processes as needed.
- Oversee the beach safety and beach access programs, including the development and maintenance of a statewide beach access guide.
- Assists with the development of FCMP and CVA/Clean Boating/Clean Marina (in coordination with other staff as appropriate) education and outreach activities and materials, including those needed for internal, NOAA, and US FWS meetings, legislative meetings/briefings, educational events and publications
- Represents FCMP and ORCP as appropriate in briefings and other meetings
- Other duties as assigned
Required Knowledge, Skills, and Abilities:
- Knowledge of Florida’s Statutes and Rules applicable to activities within the coastal zone and outer continental shelf.
- Knowledge of structure and programs within DEP and other state agencies related to regulatory and proprietary rules affecting the coastal zone, outer continental shelf and ORCP-managed areas.
- Knowledge of Florida ecology, natural communities, listed species and priority species.
- Knowledge of project management.
- Knowledge of methods of compiling, organizing and analyzing data.
- Ability to understand and apply applicable rules, regulations, policies and procedures.
- Ability to supervise employees by effectively communicating, motivating, training, and evaluating work performance
- Ability to utilize problem-solving techniques.
- Ability to plan, organize and direct program activities, and to prioritize workload.
- Ability to develop various reports.
- Ability to communicate effectively.
- Ability to establish and maintain effective working relationships with others.
- Travel as needed to complete job duties.
Minimum Qualifications:
A bachelor’s degree from an accredited college or university in a science-related field; or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.
