Job Summary:
Under broad objectives and guidelines from stated policies, this position will lead and manage the performance of the professional accounting, financial reporting and budget functions of the organization. This position is responsible for ensuring that all Authority funds are properly accounted for and that accurate records are maintained to meet reporting and documentation requirements. This position provides leadership and oversight of accounts payable and receivable functions, payroll function, general accounting, purchasing and budgeting.
Job Description:
- Leads, directs and evaluates Accounting and Purchasing employees.
- Develops policies and procedures that relate to the financial administration of the Authority; ensures that policies and procedures are interpreted accurately and followed by staff.
- Stays up to date on and follows required State Accounting Office and Department of Audits and Accounts policies; ensures that staff also follow these policies.
- Develops policies and procedures for purchasing operations of the Authority, ensures that policies and procedures are interpreted accurately and followed by staff.
- Ensures that all Authority funds are properly accounted for and accurate records are maintained to meet reporting requirements.
- Provides timely and accurate financial reports, budget variance analysis, financial trends and financial forecasts.
- Oversees preparation of Authority budget to provide a guide for Authority spending and capital projects.
- Monitors spending and revenues to ensure that the Authority remains within the annual budget and solvent.
- Oversees/reviews the preparation of monthly balance sheet account reconciliations, including bank account reconciliations.
- Oversees/performs audit of retail operations and amenities to ensure compliance with established procedures.
- Oversees financial aspects of grants and bonds received by Authority (reimbursement requests, contract requirements, appropriate expenses, etc.)
- Advises the Executive Director in matters relating to the financial operations, financial position and budgetary policies of the Authority.
- Presents financial data to JIA Board, Finance Committee and other committees, as requested.
- Monitors and maintains Authority investments of excess funds.
- Performs required duties of Purchasing Card Administrator of the State Purchasing Card program
- Oversees/prepares required documents for State Department of Audits and Accounts for annual Management Review/Audit as well as the Review/Audit of the business and residential leases.
- Oversees/prepares required schedules and reports for State Accounting Office and the State department of Audits and Accounts.
- Motivates and trains staff on superior customer service standards to attain and achieve consistently positive visitor experiences. Sets and exemplifies optimum customer service standards for all staff.
- Performs other duties as assigned
Qualifications:
- Bachelors degree in Business Administration, Public Administration, Accounting, Finance, or related required; Masters degree or CPA designation preferred.
- Minimum of 6-8 years of progressive management experience in budgeting and forecasting; experience should include supervisory/management responsibilities, budget preparation, financial reporting.
- Knowledge of Generally Accepted Accounting Principles (GAAP); Government Accounting Standards (GAS); Governmental Accounting Standards Board (GASB)
- Thorough understanding of accounting processes, systems and controls.
- Strong quantitative and analytical skills with the ability to analyze and interpret financial data to provide sound financial recommendations.
- Strong problem-solving skills, research and resolution skills.
- Ability to lead a team and provide expectations and direction.
- Organized, with the ability to manage multiple projects simultaneously and meet deadlines.
- Must have valid driver’s license
- Criminal and consumer background check required.
Physical Requirements/Working Conditions:
- Exert up to 35 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
- More than 50% of the typical workday may be spent sitting, reaching, and using repetitive motions of the wrists, hands or fingers.

- Sensory abilities required are feeling, grasping and touching with more than 50% of the time spent talking and hearing.
- Visual abilities to perform tasks required of utilizing computer, analyzing data and determine the accuracy, neatness, thoroughness of work.
- Work is typically conducted in an office environment; exposure to extreme heat, high humidity and occasional adverse weather conditions is minimal.
- Noise levels are considered normal to office environment.
