JOB SUMMARY: This position is part of the Department of Energy, Office of Science - Headquarters, Office of Budget. As a Budget Analyst, you will provide analysis of a variety of budgetary operations and functions. This may include planning, formulating, executing, analyzing, and justifying the budget; managing the corporate funds control process; and serving as a focal point on matters related to the budget. MAJOR DUTIES: As a Budget Analyst, you will: Perform administrative and analytical duties connected with the formulation, justification, presentation, execution and review of budgets for an assigned programmatic or functional component. Identify, research, and present salient budget issues resulting from analysis of program requirements to ensure accuracy of program cost and revenue estimates and consistency with program objectives. Analyze the financial impact of proposed legislation, policies, and shifts in program requirements or direction on program budgets. Prepare necessary requests and supporting justifications for apportionments, reapportionments, supplemental appropriations, allotments, deferrals, and rescissions for submission to the Chief Financial Officer. Monitor the execution of the approved budget and ensure that all obligations, expenditures, and disbursements meet legal and regulatory requirements, and ensure that sufficient funds are available to carry out operations.
