JOB SUMMARY: This position is located in National Capital Parks-East, in the Maintenance Division. The incumbent provides first level supervision, planning, and direction for a group of nonsupervisory workers engaged in the operations, maintenance, repair, rehabilitation, preservation, and project management oversight of heavily utilize roads, bridges, and trails. The incumbent of the position will work directly under the Branch Chief of Roads and Trails. . MAJOR DUTIES: The major duties of the Engineering Equipment Operator Supervisor position include, but are not limited to, the following: Plan and prepare the park's Roads and Trails preventive maintenance program and supervises employees in day-to-day road and bridge maintenance tasks. Work with and direct subordinates in the weekly and monthly planning and scheduling of all work activities in advance to insure a steady and productive work force, adjusting subordinate work groups and shifts to meet changing workloads. Operate vehicles and equipment, such as passenger vehicles, pickup trucks, stake-body trucks, dump trucks, backhoes, front end loaders, and a variety of other vehicles and equipment used in roadway maintenance. Have general, practical knowledge of all facets of building, utility, underground utility and facility maintenance, and specific knowledge of heavy equipment support for the trades working on these features. Identify and correct job safety and health hazards, instruct employees on safety regulations, initiate corrective measures for violations of Occupational Safety and Health Act Standards (OSHA), and direct periodic safety inspections of all workplaces. Employee follows all traffic control procedures according to the Federal Highway Administration Manual on Uniform Traffic Control Devices (MUTCD). Utilize the Facility Management Software System program to formulate a comprehensive annual work plan for Roads and Trails activities, track daily work accomplishments, and make estimates for projects. Perform inventory and condition assessments within areas of responsibility as needed. Ascertain what has to be done: the type, kind, and quantity of materials and equipment needed; the sequence of operations; and the kinds of skills needed to accomplish the work. Manage the roadway snow and ice removal operation according to the park's emergency snow and ice removal plan. Review the emergency snow and ice removal plan with the management team for errors, omissions, and modifications before the snow season, and as necessary during the snow season.
