JOB SUMMARY: This position is a Supervisory Realty Specialist, GS- 1170-12 for the Bismarck Wetlands Acquisition Office and the Sand Lakes Wetlands Acquisition Office. A total of two positions will be filled from this vacancy announcement. 1 vacancy in Bismarck, ND 1 vacancy in either Huron or Pierre, SD You must apply to each duty location's you want to be considered for. MAJOR DUTIES: As a Supervisory Realty Specialist your duties will include but are not limited to the following: Develops, modifies, and implements procedures and policies to effectively administer the real property transactions and projects for the assigned Region/office. Provides expert consultation and guidance to senior management, technical specialists and staff of state and Federal agencies in matters that are complex or unusual to develop viable solutions or procedures for handling such matters which frequently involve unique or controversial issues that are not readily resolved by the application, adaptation, or extension of conventional approaches. Develops innovative solutions and procedures to appropriately advise and assist State agency personnel and other partners, including sub-grantees, local government entities, governmental, and non-governmental organizations. Determines whether proposals are in compliance with Departmental rules and regulations, Service and region refuge policy, Office of Management and Budget (OMB) Circulars, Executive Orders, and/or the Code of Federal Regulations (CFR). Negotiates with private landowners; representative of Federal, state, and local government agencies; corporations; civic organizations; and non-profit associations for the acquisition of property by purchase, lease, easement, exchange, and/or donation. Procures and reviews abstracts of title, title certificates or title insurance and submits title case with a purchase contract and other documents. Analyzes and takes appropriate action to clear title objections, drafts an acceptable form of legal document and has it executed and recorded and takes all other actions necessary to vest title in the United States. Provides administrative and technical supervision necessary to accomplish the work. Plans the work to be accomplished, assigns work to employees and establishes production or quality standards for the work. Sets priorities and prepares schedules for completion of work. Conducts formal performance reviews. Identifies and provides for the developmental and training needs of employees. Hears and resolves informal complaints and grievances, effects minor disciplinary measures, and recommends action in more serious cases.
