Job Description and Duties
Under the supervision of the Administration Resources Manager, a Staff Services Manager I, the Associate Governmental Program Analyst performs a wide variety of complex analytical services, including managing and monitoring the personnel service (PS) dollars and operating expense (OE) budgets for the Administration Program and Division, External Affairs Division, and the Infrastructure Investment and Jobs Act (IIJA) across the District. The AGPA liaises with managers and supervisors within the Administration and External Affairs Divisions. Independently resolves charging and coding problems and recommends alternative solutions for funding shortfalls. Incumbent is held accountable for prompt and accurate work and practical communication skills, along with providing a high level of customer service.
Eligibility for hire may be determined by your score on the Associate Governmental Program Analyst/Staff Services Analyst exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Degree in Finance, Accounting, Data Management, and/or Business Administration
- Knowledge of principles, practices, and trends of public and business administration, management, and supportive staff services such as budgeting, personnel, and management analysis.
- Ability to reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental and managerial problems.
- Demonstrated ability to act independently, open-mindedness, flexibility, and tact.
