ASSOCIATE GOVERNMENTAL PROGRAM ANALYST
Job Description and Duties
Under the general direction of a Senior Environmental Scientist (Supervisory), the Associate Governmental Program Analyst (AGPA) performs a variety of analytical tasks for project management, resource management, data management, and contract management support consisting primarily of analytical, consultative, and specialized evaluation assignments related to preparing, tracking, and monitoring environmental work requests, projects, Title VI compliance, employee training records, and Division inventory. Duties also include assisting with permitting, delivering project-related status reports, developing spreadsheets, managing the environmental database, checking emails, and other necessary correspondence as required. The incumbent is held accountable for prompt and accurate work while providing a broad range of services to management and employees.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Strong analytical skills are required. Must have the ability to gather and synthesize data for a variety of disciplines, reason logically and creatively, draw valid conclusions and make appropriate recommendations; be able to carry out administrative research to gather, tabulate and analyze statistical data, and present it in an understandable, usable form for management staff and external clients.
