Position Overview
The Illinois Environmental Protection Agency (EPA), Deputy Bureau Chief/Bureau of Land (BOL), Permit Section, is seeking an Environmental Protection Engineer IV to serve as a Technical Expert/Working Supervisor, to the technical and professional staff in the Resource Conservation and Recovery Act (RCRA) Disposal Alternatives Unit, Permit Section, in the Bureau of Land (BOL) in accordance with regulations pertaining to RCRA. The ideal candidates for these positions will be organized, detailed, and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidates will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Functions
- Serves as Working Supervisor to the engineering staff in Disposal Alternative Unit, Bureau of Land (BOL), Permit Section
- Serves as Technical Expert, conducting and coordinating highly complex and technical engineering reviews and evaluations.
- Serves as the primary staff resource/contact on highly complex, sensitive, and controversial engineering issues for the Disposal Alternatives.
- Responds to complex written and oral inquiries associated with the Disposal Alternatives Unit and related matters.
- Attends webinars, site visits, and trainings to expand professional knowledge of applicable regulations required to perform job duties as a licensed professional engineer.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Specialized Skills
- Of the four years required experience: requires four years’ experience in interpreting and administering State and Federal regulation in accordance with regulations pertaining to the Resource Conservation and Recovery Act (RCRA) including, but not limited to, 35 Ill. Adm. Code Parts Subtitle G.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college with a bachelor's degree in an engineering science. Typically, the subject matter would involve the type of coursework associated with environmental (sanitary, hydraulic, hydrology, and air pollution specialties), civil (sanitary, hydraulic, and hydrology specialties), general, industrial, mechanical, chemical, public health, electronic, acoustical or aeronautical engineering or engineering mechanics or a closely related engineering specialty.
- Requires possession of Illinois certificate as a registered licensed professional engineer.
- Requires four years of professional engineering experience related to working with complex engineering problems.
- A master's degree in engineering or business administration may be substituted for two years of professional experience.
Preferred Qualifications
- Prefers at least (4) years of experience in interpreting and administering State and Federal regulation in accordance with regulations pertaining to the Resource Conservation and Recovery Act (RCRA) including, but not limited to, 35 Ill. Adm. Code Parts Subtitle G.
- Prefers ability to supervise the activities of a technical staff.
- Prefers at least (4) four years of experience in explaining and interpreting environmental policies and regulations.
- Prefers at least (4) four years of experience consulting with and advising members of public and private organizations concerning the application of engineering standards and procedures to design, construction, operation and maintenance of facilities and systems for the control of environmental conditions.
- Prefers (4) four years of experience in the review and evaluation of engineering reports for completeness and accuracy of engineering detail.
- Prefers at least (4) four years experience in interpreting and administering state and federal regulations.
- Prefers ability to develop and maintain effective public working relationships.
- Prefers the ability to utilize a personal computer with knowledge of Microsoft software.
Conditions of Employment
- Requires a current and valid appropriate driver's license
- Requires the ability to travel in performance of duties, with overnight stays as appropriate.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies, or other industry related topics to the job duties.
- As required by OSHA 29 CFR 1910.120, this position will be required to take (within 90 days of employment) and maintain working knowledge of (8 hr. annual refresher) and/or certification to ensure position is up to date with laws, rules, and regulations to maintain compliance with Il Department of Labor Occupational Safety Regulations: 24-hour OSHA training.
- Requires ability to pass a name-based background check.
