Position Overview
The Bureau of Air/Air Pollution Control is seeking a qualified individual to serve as the Emissions Inventory System Data (EISD), Technical Expert, Environmental Protection Specialist IV. Regulatory Development Unit in the Air Quality Planning Section located in Springfield, IL. The selected candidate will possess expert technical and scientific skills and have the ability to provide guidance to both internal and external stakeholders and conduct complex technical evaluations of air pollution emissions inventory system data.

Essential Functions
- Serves as Emissions Inventory System Data (EISD), Technical Expert conducting and advising on activities related to Emissions Inventory System Data (EISD) in the Regulatory Development Unit, Air Quality Planning Section (AQPS), Air Pollution Control (APC) Division, Bureau of Air (BOA).
- Serves as technical expert in the EISD management.
- Collects complex technical and scientific data.
- Designs and prepares techniques and highly complex technical scientific reports utilized in evaluating completeness and accuracy of the air pollution database and correcting data deficiencies.
- Provides consultative services in meetings with industry and government representatives to support the compilation of a current and accurate air emissions database.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to the completion of four years college with coursework in physical, life, or environmental sciences, engineering, or geology.
- Requires four years of professional experience in the field of environmental protection or a related field.
Specialized Skills
Of the four years of required experience, requires four years of experience in the following:
- The collection and compiling of data related to Annual Emissions Reports in Illinois and the annual submission of the state’s emissions inventory.
- In working with databases utilizing an open database connectivity (ODBC) interface for Microsoft Access and Oracle databases to append, delete, and edit data.
- Experience utilizing Microsoft Access databases including creating queries and use of SQL code for data management and extraction from the Agency’s databases.
- Experience in the use of Oracle SQL queries as an Oracle database administrator (dba).
Preferred Qualifications
- Prefers at least (4) four years of experience in the collection and compiling of data related to Annual Emissions Reports and the annual submission of a state’s emissions inventory.
- Prefers at least (4) four years of experience in working with databases utilizing an open database connectivity (ODBC) interface for Microsoft Access and Oracle databases to append, delete, and edit data
- Prefers at least (4) four years of experience and skill in utilizing Microsoft Access databases including creating queries and use of SQL code for data management and extraction from the databases.
- Prefers at least (4) four years of experience in the use of Oracle SQL queries and as an Oracle database administrator (dba).
- Prefers at least (4) four years of experience in applying and interpreting state and federal laws, rules, regulations concerning environmental protection or pollution control and to explain to individuals the techniques and procedures utilized in enforcing the laws, rules, and regulations.
- Prefers ability to analyze and interpret complex and extensive scientific data relating to facilities, installations, equipment and environmental control systems and processes.
- Prefers ability to establish and maintain liaison with municipal officials, facility owners and operators, plant managers, or their representatives, and agency professional staff.
