Job Description and Duties
Will consider Staff Services Analyst. The Division of Engineering Services (DES), Geotechnical Services (GS) is looking to hire an Associate Governmental Program Analyst (AGPA) in the Office of Geotechnical Design Policies and Practices (OGDPP). GS will also consider an SSA for recruitment purposes. Under the direction of the Office Chief, a Supervising Transportation Engineer, the incumbent is responsible for managing the various websites, databases, budgets, records and documents for GS. The incumbent will also be responsible for reviewing draft documents and technical guidance for clarity and ADA compliance. The incumbent provides support to the GS quality management system which includes managing and tracking quality tasks, requests, audits, and reports. The incumbent will support training and outreach efforts including scheduling, tracking budgets and completion of each item.
Knowledge of current business administration practices including personnel and fiscal management, purchasing, safety, organization, training, modern office methods, forms and equipment is desired. He/she must demonstrate the ability to accurately analyze situations, research and utilize problem-solving techniques to resolve complex administrative or governmental problems and to prepare concise written and/or verbal responses to complex human resource related issues.
Eligibility for hire may be determined by your score on the Associate Governmental Program Analyst exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Working Conditions
Position located in Sacramento, Sacramento County. The incumbent will work in a climate-controlled office setting under artificial lighting. The incumbent performs assigned tasks in a work environment with sufficient light, reasonable noise levels, and climate controlled. DES houses employees in cubicles supplied with PC's and other tools. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. Employee may be required to travel to other satellite offices for training and/or meetings.

Special Requirements
- Possession of a valid driver’s license is required when operating a State owned or leased vehicle.
- Statement of Qualifications (SOQ) is required. Failure to submit a Statement of Qualifications will disqualify candidates from the hiring process.
A Statement of Qualification (SOQ) is required. The SOQ must address each numbered item separately. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. SOQ must be typed and no more than 2 pages, single-spaced, using 12-point font. Resumes do not take the place of the SOQ.
