Job Description and Duties
The Environmental Scientist will be a key member of the Division of Environmental Planning and Engineering at Caltrans District 4 (Bay Area) in Oakland, CA. The incumbent will be an environmental team lead on Project Development Teams for the delivery of transportation projects throughout the San Francisco Bay Area. The Environmental Scientist will be critical in identifying and furthering ways to avoid and minimize environmental impacts and contribute to enhancements within the State Highway System. Under the general direction of a Senior Environmental Scientist (Supervisory), the Environmental Scientist plans and executes the complex environmental studies required to facilitate project delivery. The incumbent will gather, research, and analyze social, natural, and environmental data for preparation, review, and processing of environmental documents considering the impacts of transportation projects as mandated by federal and state laws, regulations, policies, and procedures.
Eligibility for hire may be determined by your score on the Environmental Scientist exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: BA/BS or higher in Environmental Science or related discipline. Preferred coursework includes ecology, wildlife biology, environmental law/ policy studies, urban/city planning, etc. Preferred experience includes 1-3 years practicing skills in the preferred coursework areas, especially including California Environmental Quality Act and/or National Environmental Policy Act, Coastal Zone permitting, public-facing customer service, or developing community impact analysis for development projects. Desirable traits include excellent written and verbal communication skills, ability to manage multiple projects with competing deadlines, attention to detail, critical and solution-oriented thinking, ability and desire to learn, and ability to work effectively independently and as part of a team.
