The Water Resource Sustainability Analyst is responsible for supporting the Water Resource Sustainability Department including conservation program analysis; regulatory reporting; analysis of customer water use; tracking and maintenance of program information; water loss control program analysis and compliance; and functional requirements for GIS enablement. The Water Resource Sustainability Analyst reports to the Research, Analytics, and Reporting Manager and is not responsible for supervising other employees. The position is located in Torrance, CA.
Analyzes conservation program effectiveness and makes recommendations for improvements
Evaluates cost-effectiveness of existing and potential programs
Prepares written and verbal reports on program activities
Analyzes data for budget analysis, preparation, and forecasting
Completes all regulatory and required program reporting to ensure compliance
Supports water loss control program management, analysis, and compliance
Provides functional support and requirements for department’s data management, GIS spatial capabilities, and information sharing
Develops, assesses, and reviews optimal information models, reporting applications, automation enhancements, dashboards, and performance metrics to support key business decisions
Develops public-facing reports highlighting program activity and accomplishments
Designs and manages reports and insights that analyze business functions
Optimizes processes to ensure efficiency and data accuracy
Writes, analyzes, and evaluates technical reports and publications
Prepares Request for Proposals and make recommendations for contract services
Plan and coordinate the work of consultants and other service providers
Attends meetings and industry workshops
Assists in the development of presentations to employees, outside agencies, committees, commissions, boards, community groups, and the public
Conducts special studies, research and analysis
Operates a computer and office related equipment to fulfill job responsibilities
Participates in and supports the company’s Continuous Improvement program and projects
Other duties may be assigned to fulfill business operational needs and objectives
MINIMUM QUALIFICATIONS:
Bachelor’s degree in Environmental Studies, Water Resources, Economics, Data Analytics, or related field and/or equivalent relevant experience
Project management skills
Ability to perform complex mathematic functions to calculate figures and analyze results
Ability to collect, analyze, compile and interpret economic, technical and statistical data
Ability to organize work to meet changing schedules and high-pressure situations
Ability to use logical and creative thought processes to develop solutions according to written specifications and/or verbal instructions
Ability to use initiative and independent judgement within established guidelines
Understanding of and experience using analytical concepts and developing actionable recommendations
Experience working with and creating databases and dashboards using relevant data to inform decisions
Strong problem solving, quantitative, and analytical abilities
Exceptional ability to communicate new information effectively, both verbally and in writing, in a tactful and persuasive manner
Excellent interpersonal skills, enthusiasm, and commitment to outstanding customer service
Must be highly proficient in personal computer skills including ArcGIS, database management, and Office 365
Must obtain and maintain AWWA Water Use Efficiency Practitioner, Grade 1 Certification within 12 months of hire
Must obtain and maintain AWWA Water Use Efficiency Practitioner, Grade 2 Certification within 24 months of hire
California State Water Resources Control Board Grade D2 Water Distribution Certification preferred
Valid California Driver License
Salary Range: $85,800.00 - $157,800.00
