Description of Work
This is a full-time position (40 hours per week) with State Benefits.
Primary Duties/Responsibilities of Position:
The Environmental Projects Coordinator is responsible for coordination with National Guard Bureau (NGB), NC Department of Environment Quality (DEQ), and North Carolina Army National Guard (NCARNG) personnel statewide for compliance with the Clean Water Act and Executive Order 13423, for underground storage tank management, environmental corrective projects, environmental restoration, compliance tracking and sustainability. The employee in this multi-faceted position must have the experience to accomplish four primary roles: 1) coordination for contracted efforts in all disciplines to include environmental training, 2) underground storage tank management, 3) restoration and cleanup activities, and 4) stormwater management.
Description of Work Unit and/or Division:
Environmental Project Coordination. Provide environmental project coordination skills for all contracted efforts statewide to include environmental training. Work includes initial research, consulting with leadership, preparing independent government estimates, developing scopes of work, writing requests for proposals to identify qualified contractors, ensuring contracts are awarded in accordance with state/federal policies and regulations, tracking invoices, maintaining ledgers, and assisting with data collection documents. Conduct site visits to monitor contractor performance and verify work in place.
Stormwater Management. Serve as organizational expert on all storm water related activities to comply with Clean Water Act, federal, state, and local laws. Develop and maintain Storm Water Pollution Prevention Plans (SWPPP). Comply with all storm water permits that regulate discharge or management of pollutants to waters of the U.S. Permits that regulate discharge or management of pollutant discharge levels as well as monitoring and reporting requirements. Manage all activities with storm water inspections to maintain compliance with requirements in SWPPP and any specific inspection guidelines outlined in the NPDES industrial, MS4 permits, or Stormwater Control Measures (SCM).
Above & Underground Storage Tank Management. Serve as the NCARNG Point-of-Contact (POC) for statewide storage tank program. Update Storage Tank Management Plans; comply with Storm Water Pollution Prevention Plan and Spill Plans. Review and submit environmental project documentation as required to NC DEQ such as closure reports, comprehensive Site Assessments and Corrective Action Plans. Prepare agency response for any Notices of Violation and Notices of Regulatory Requirements, with goal of proactive or responsible actions after-the fact that prevent pollution or achieve a Notice of No Further Action.
Cleanup Activity Compliance. Serve as NCARNG POC for restoration, and cleanup activities in compliance with Department of the Army regulations. Identify cleanup sites and program funds using projected Remedial Action Cost Engineering and Requirements (RACER) or actual remedial proposals. Outline multi-year compliance cleanup projects in ghe Installation Action Plan to include site-specific costs and remediation action schedules. Maintain cleanup documents in a central permanent archive, the Repository of Environmental Army Documents (READ). Serve as state POC for all PFAS and PFOA studies and remediation activities. Work closely with federal, state, and local agencies to ensure all federal and state guidelines are followed in for activities concerning PFAS: PFOA/PFOS. Attend Environmental Liabilities Course and renew certification annually.

- Experience working with Federal and State environmental laws, regulations and Policies.
- Experience of emergency spill cleanup procedures.
- Excellent communications skills, ability to work independently and make decisions using sound judgment and discretion.
- Experience with computers, including Microsoft Word, Excel, Outlook and Adobe Acrobat.
- Ability to interpret and produce detailed verbal and written reports.
Minimum Education and Experience Requirements
Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution; or an equivalent combination of education and experience.
