Job Summary
Direct, administer and implement environmental projects and programs for PSEG Nuclear. Provide site wide governance and oversight to ensure completeness and effectiveness of environmental programs, including engagement of station personnel, to apply the necessary behaviors to prevent incidents and maintain regulatory compliance.
Manage wetland restoration, biological monitoring, and property management activities required by the Salem NJPDES Permit Custom Requirements and commonly referred to as the PSEG Nuclear Estuary Enhancement Program (EEP); work activities will include preparation of work scopes, review of bid proposals, directing of field activities, tracking of project expenditures, technical review of project reports, and management of the environmental consulting firms and contractors who implement EEP in accordance with permit requirements, site-specific management plans, and safety procedures.
Job Responsibilities
- Provide technical support for compliance with USEPA requirements for cooling water intake structures under §316(a) and §316(b) of the Clean Water Act; provide technical review of §316(a) contractor deliverables relating to thermal plume field studies, hydrodynamic modeling, biothermal assessments, and the applications for a thermal discharge variance and DRBC Docket Renewal.
- Provide technical review of §316(b) contractor deliverables for the biological, engineering, and economic studies to be included in the Salem NJPDES Permit 2029 Permit Renewal Application.
- Provide support for the biological and engineering studies required for compliance with the revised NMFS Biological Opinion and Incidental Take Statement; prepare and submit 24-hr and annual reports required by the ESA and ITS.
- Provide cost estimation, tracking, and reporting for external contractors as required to meet department financial obligations.
- Prepare procedures, guidance and reports to facilitate compliance with Federal, State, local and internal regulatory and environmental requirements.
- Develop and prepare reports to Federal and State regulatory agencies.
- Design and implement effective and economic compliance strategies.
- Manage consultants and maintain effective relationships with regulatory agencies.
- Identify and evaluate compliance trends and recommend corrective action or system improvements.
Job Specific Qualifications
Essential Skills:
- Technical knowledge applicable to USEPA requirements for cooling water intake structures for existing facilities under §316(a) and §316(b) of the Clean Water Act, and NJPDES permitting requirements for industrial facilities.
- Experience with biological monitoring, intake structure alternatives analyses, benefits valuation studies, and other studies required for NPDES permit renewals.
Required:
- B.S. in Engineering or Environmental Sciences or 7 years equivalent Environmental experience.
- Demonstrated experience in conduct of biological monitoring studies, coastal wetland restoration and management, large scale corporate property management, and administration of public use facilities.
- Experience in conduct of cooling water intake studies and preparation of comprehensive §316(a) and §316(b) demonstrations.
- Demonstrated ability to manage and control environmental contractor services; experience with budget tracking and reporting for environmental programs/projects.
- Must meet and maintain Nuclear’s requirements for unescorted site access.
Desired:
- M.S. in fisheries science or related fisheries experience.
- Training in environmental compliance or management; knowledge of New Jersey environmental regulations.
