You will support the Head of Radiation Protection (RP) in the Safety, Security and Licensee Authority Function for Rolls-Royce Submarines Ltd. Act as SME on Environmental Permitting Regulations (EPR) Governance and Radioactive Substance Regulation to appropriate parts of the business which include 2 licensed sites, 1 Authorised Site plus other areas of the Submarines business including work by RRSL on Submarine Enterprise partner sites.
You will assist the Head of Radiation Protection in developing policy covering environmental compliance and radioactive waste for the business. Responsible for delivering an independent programme of assessment and surveillance activities with regard in particular to EPR and associated permits.
Provide advice, guidance and assurance to areas within RRSL that the Environmental Permitting requirements and associate Licence Condition requirements are being appropriately controlled, that the business remains compliant with legislative, regulatory and company requirements and adopts recognised good practice So Far as is Reasonably Practicable (SFARP). The role will report directly to the Radioactive Waste and Environmental Permitting Manager.

What you will be doing:
You will support a risk-based programme of Assurance activities with regard to EPR taking account of other assurance and regulatory interventions. Prioritise assessment activities according to perceived risk factors and compliance issues.

Prepare the Assurance programme by considering capability constraints etc. and allocate suitably competent resources to the programme.
- Assist in setting the Policy/Standards required for EPR and Licence Condition compliance within the Submarines Business. Lead or support the timely delivery of Radioactive Substance Regulation activities as required.
- Report all assessment findings, outcomes and conclusions in a timely manner, such that areas of safety, security and environmental concern, regulatory compliance or non-agreement are clearly identified and formally communicated. Provide recommendations, observations, advice & guidance to the Director Safety, Security and Licensee Authority and relevant Dutyholders on all aspects of Environmental Compliance and RSR.
- Ensure routine engagement with the Licensee and provide RRSL Board with timely information on standards of safety and environmental performance and the management of hazards and risks with regard to EPR. Maintain good relationships with external regulators (i.e. ONR/EA/DNSR). Liaise with external regulators, corporate functions, industry working groups and benchmarking organisations.
- Actively seek and engage in development opportunities and agree an individual development plan with the Head of RP and Radioactive Waste and Environmental Permitting Manager.
- Set expectations and lead by example on environmental and RSR standards and culture. Provide subject matter expertise and represent the Submarines business on functional initiatives and lead improvements by proposing and implementing changes. Act as the Intelligent Customer (IC) for any technical work outsourced through the wider Rolls-Royce organisation or external supply chain.

- Degree level or equivalent qualification in appropriate discipline (i.e. Environmental Science or Management, Radiation Protection, Engineering, HSE, etc.).
- Experience working within Health Physics, radiation protection or radioactive waste and environment is desirable, but not essential as training will be provided.
- Interpersonal and effective communication skills (both verbal and written) with team leader and other members of staff.
- The ability to follow documented procedures and processes, ability to plan own work within job requirements.
Desirable, but not essential:
- Hold, or be working towards a certificate of competence to act as a Radioactive Waste Adviser.
- Membership of appropriate Professional Body, IEMA/SRP.
- Working understanding/experience of sustainability/sustainable development.
- Experience of ISO14001 Environmental Management System.
- Experienced in the design or operation of nuclear, conventional and/or hazardous facilities and their regulation within the UK (including nuclear, radiological and environmental safety, security & safeguards).
- Experience with nuclear site licence and environmental permit conditions (and other regulatory requirements).
- Experience with relevant ONR/EA Safety Assessment Principles(SAPs), Regulatory Guidance, Industry Codes of Practice & Good Practice Guides.
- Familiarisation with the latest UK Standards, Codes of Practice and Guidance Documents.
- Experience of developing, planning, undertaking and reporting independent oversight and assurance assessments.

To work for Rolls-Royce Submarines you need to hold a Security Check (SC) clearance without any caveats to that clearance. Rolls-Royce will support the application for Security Clearance if you don’t currently already have this in place.
Due to the nature of work the business conducts and the protection of certain assets, you must hold a UK nationality. Any dual nationals will require additional scrutiny and background checks prior to commencing work with RRSL.
