The Opportunity
WSDOT is currently seeking a Transportation Engineer 3 to support the Environmental & Hydraulic Service (EHS) Office, Permits & Documentation Units, and to help to support the agency’s mission by ensuring that highway projects are delivered on time and in compliance with agency policies, procedures, and practices. This lead position is responsible for the tracking of projects throughout the EHS support lifecycle; providing delivery analysis and schedule of projects to Project Offices, regardless of delivery method; and assisting in other data and reporting needs for the EHS Office. They will create and maintain a tracking system to be used to track projects progress throughout the lifecycle of EHS support and create strategic plans to support on time project delivery for Olympic Region (OR) EHS Office. The Transportation Engineer 3 ensures that EHS estimates are performed accurately and on time and provides management updates on estimates and EHS related spend down and works to provide other data tracking and environmental documentation review support as needed.

What to Expect
Among the varied range of responsibilities held within this role, the Environmental and Hydraulics Office Project Controller will:
- Lead, plan, and create project schedules using P6/Primavera or similar scheduling software.
- Lead the creation and maintenance of an accessible project tracking and analysis system.
- Analyze data and utilize findings to make recommendations to management, EHS team, and project leads on process changes or project specific strategies to reduce coverage delays.
- Serve as main point of contact for design offices and program management for coordination of new project starts; lead the development of cost and schedule estimates
- Serve as the lead point of contact for all scoping and statements of work/estimate requests.
- Create scope, schedule, and budget estimates for OR EHS support, working directly with environmental managers, transportation planning specialists, and engineers within the Olympic Region to gather necessary information.
- Support the environmental delivery teams by utilizing sound engineering knowledge to provide review of highway design and documentation prepared by consultants and project offices.
Occasional field work is performed outdoors, in inclement weather, in daytime or nighttime, and requires traversing rough, steep, and uneven terrain.
QualificationsTo be considered for this opportunity, the following are
required:
- One (1) year of experience as a Transportation Engineer 2, Bridge Engineer 2, Transportation Planning Specialist 2, or equivalent.
OR - Four (4) years professional experience involving project tracking and/or project management, budget tracking/reporting, and/or review of complex environmental and engineering documents for transportation projects. Analysis of environmental issues and problems that involve transportation development and maintenance will also be considered qualifying experience.
In addition to one of the above, the following are also
required:
- Demonstrated ability to create complex project schedules and tracking.
- Skills to work effectively both individually and within a diverse team environment.
- Demonstrated, written, verbal, and presentation skills to communicate information effectively and professionally to a diverse audience, including those with non-technical backgrounds, both virtually and in-person, using a variety of electronic media, including, but not limited to telephones, email, text, video conferencing, and computer conferencing.
- Demonstrated ability to track multiple issues and projects while ensuring short deadlines are met.
- Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; Cloud computing; virtual meeting software, such as MS Teams; and various system databases utilized for project tracking, reporting, and information and asset management.
- Skills to analyze data, and to prepare and generate reports and or graphics in spreadsheets and databases.
- Demonstrated knowledge in analyzing project costs and schedules, and reporting on budget and schedule statuses.
It is
preferred that qualified candidates also have:
- Knowledge and understanding of environmental documentation including NEPA and SEPA, and environmental permits in relation to transportation projects.
- Experience with project management, tracking, and progress reporting.
- Experience with project tracking tools and dashboards.
- Experience using engineering principles for documentation review.
- Experience preparing and writing environmental review documents and environmental permit applications.
- Experience in analysis of environmental issues and problems that involve transportation issues and compliance.
