Environment & Forest Compliance - Delhi

Ensure compliance with all applicable environmental laws, regulations, and standards.

Develop and implement environmental management systems (EMS) and sustainability programs.

Monitor and report environmental performance metrics (e.g., emissions, waste, water usage).

Conduct environmental audits and risk assessments.

Drive initiatives for waste reduction, energy efficiency, and carbon footprint minimization.

Liaise with regulatory bodies for permits, inspections, and reporting.

Train and sensitize employees on environmental policies and practices.

Collaborate with cross-functional teams to integrate environmental considerations into business operations.

Prepare and submit environmental reports to internal and external stakeholders.

Lead incident investigations related to environmental breaches and recommend corrective actions.

Detailed Roles and Responsibility:

A. Environmental Clearance (EC) Compliance

1.Implementation of Environmental Management Plan (EMP)

Execution of mitigation measures as per approved EMP (air, water, noise, soil, ecology, etc.).

Periodic review of EMP effectiveness and corrective actions during construction and operation phases.

Maintenance of Environmental Management Cell with qualified staff.

2.Half-Yearly Compliance Reports

Preparation and submission of Half-Yearly EC Compliance Reports (in January and July) to:

MoEF&CC (Regional Office)

SPCB

Project Proponent’s website (mandatory disclosure)

Monitoring of adherence to specific and general EC conditions.

3.Environmental Monitoring

Continuous or periodic ambient air, water, noise, and soil quality monitoring through MoEF&CC/NABL-approved labs.

Compilation and interpretation of monitoring data for reporting.

4.Watershed and Catchment Area Treatment (CAT) Plan Implementation

Execution of said Plan in coordination with State Forest Department / Soil Conservation Department and concern govt. department.

Progress reporting and fund utilization tracking.

5.Biodiversity & Wildlife Conservation Plan

Implementation of approved Biodiversity and Wildlife Management Plan, if applicable.

Coordination with State Forest/Wildlife Division and MoEF&CC Regional Office for progress review.

6.Green Belt and Landscape Development

Development of greenbelt and compensatory plantation around project facilities.

Periodic maintenance and survival reporting.

7.Environmental Audits and Inspections

Participation in MoEF&CC or SPCB inspections and preparation of compliance documentation.

Conduct of internal environmental audits to verify compliance status.

8.Public Consultation and CSR Activities

Implementation of Corporate Environmental Responsibility (CER) and Corporate Social Responsibility (CSR) plans.

Engagement with local communities and Gram Panchayats for project benefit activities.

B. Forest Clearance (FC) Compliance

Objective:

To fulfill all conditions imposed by MoEF&CC while granting Stage-I approval before the project becomes eligible for final (Stage-II) clearance.

1. Identification & Approval of Compensatory Afforestation (CA) Land

Identify non-forest land equivalent (or double, if degraded forest land used) to forest area proposed for diversion.

Obtain suitability certificate from the Divisional Forest Officer (DCF) confirming the land is free from encroachment and fit for plantation.

Prepare and submit DGPS map and KML file of CA land.

Secure State Government approval for CA land identification.

2. Preparation and Approval of CA Scheme

Prepare detailed Compensatory Afforestation Scheme / Plan (species, spacing, cost estimate).

Obtain approval from State Forest Department and MoEF&CC Integrated Regional Office (IRO).

3. Transfer and Mutation of CA Land

Complete land transfer and mutation of CA area in the name of the State Forest Department.

Submit certified land ownership and mutation documents to Nodal Officer / MoEF&CC.

4. Payment of NPV and Other Levies

Calculate and deposit the Net Present Value (NPV) for forest land diversion as per MoEF&CC norms.

Deposit CA cost, soil & moisture conservation funds, and other applicable charges in the State CAMPA account.

Submit official receipts and proof of deposits.

5. Forest Rights Act (FRA), 2006 Compliance

Obtain Gram Sabha Resolution, Sub-Divisional Level Committee (SDLC) and District Level Committee (DLC) certificates confirming settlement of forest rights.

Obtain FRA compliance certificate from the District Magistrate (DM).

6. Geo-Referencing and Boundary Demarcation

Carry out DGPS survey of all components (reservoirs, tunnels, powerhouse, approach roads).

Physically demarcate forest area boundaries with permanent RCC pillars and numbering.

Submit joint verification report signed by DCF and project representative.

7. Tree Enumeration and Felling Estimate

Conduct tree enumeration for each project component in forest area.

Prepare species-wise inventory and obtain DCF certification.

Provide felling estimate and compensatory plantation plan

Compliance with Stage-I (In-Principle) conditions for obtaining Stage-II (Final) Approval.

1.Compensatory Afforestation (CA) & NPV

Execution of Compensatory Afforestation (CA) as per approved plan.

Monitoring of plantation progress and survival rate through Forest Department.

Timely deposit of Net Present Value (NPV) and compliance with fund utilization.

2.FRA Compliance Continuity

Maintain and update Forest Rights Act (FRA) compliance records until project commissioning.

Address any additional requirements by District Administration or DLC/SDLC.

3.Forest Land Boundary Demarcation

Physical demarcation of diverted forest land with permanent boundary pillars (GPS-coordinated).

Joint verification with Forest Department and documentation of boundary pillars.

4.Tree Felling & Enumeration

Execution of tree enumeration, felling permissions, and timber disposal in coordination with DCF.

Compliance with Forest Department’s working plan prescriptions.

5.Submission of Periodic Progress Reports

Quarterly or half-yearly submission of FC compliance and plantation progress reports to:

State Forest Department (Nodal Officer)

MoEF&CC Regional Office

6.Wildlife & Biodiversity Compliance (if applicable)

Implementation of Wildlife Management Plan, Anti-Poaching Measures, and Habitat Improvement Works.

Regular coordination with Chief Wildlife Warden and monitoring committees.

C. General Project-Level Compliance & Coordination

1.Regulatory Interface

Regular liaison with MoEF&CC Regional Office, State Forest Department, SPCB, and District Authorities.

Submission of compliance documents through Parivesh Portal (for EC & FC).

2.Documentation & Record Keeping

Maintain a complete Environmental & Forest Compliance Register with all approvals, reports, receipts, and correspondence.

Prepare Annual Environment Statement (Form-V) under EPA, 1986 and submit to SPCB.

3.Third-Party Audits and Reviews

Coordination with third-party auditors / expert committees for review of CAT, EMP, and CA implementation.

4.Public Disclosure

Regular updating of project website with EC compliance reports, monitoring data, and plantation progress as per EC conditions.
