Position Overview

Puno Harvest Builders is seeking a highly experienced and results-driven Quality Assurance Officer to oversee quality management across our roads,concrete structures, sewer, and water reticulation projects. The successful candidate will have a minimum of 10 years' relevant experience in civil infrastructure construction, with a comprehensive understanding of quality assurance systems, applicable engineering standards, and regulatory requirements. The role requires strong leadership, exceptional analytical and problem-solving skills, and a proven ability to implement and maintain robust quality management processes that ensure project compliance and excellence.

Duties & Responsibilities

Key Responsibilities

Develop, implement, and maintain the Project Quality Management System (QMS) in accordance with company policies, contract requirements, and applicable industry standards.
Prepare and monitor Quality Assurance and Quality Control (QA/QC) plans, Inspection and Test Plans (ITPs), and quality procedures.
Ensure all construction activities comply with project specifications, engineering drawings, contractual obligations, and relevant national and international standards.
Coordinate and conduct inspections of roadworks, sewer infrastructure, and water reticulation works throughout the project lifecycle.
Monitor material testing, laboratory results, and field testing to ensure compliance with approved specifications.
Review and approve quality documentation, including method statements, inspection reports, test reports, and quality records.
Identify non-conformances and ensure timely implementation of corrective and preventive actions.
Conduct internal quality audits and support external audits by clients, consultants, and regulatory authorities.
Provide technical guidance and quality awareness training to project teams.
Liaise effectively with clients, consultants, subcontractors, and regulatory bodies on quality-related matters.
Prepare regular quality performance reports for senior management.
Promote continuous improvement initiatives and best practices across all project activities.
Keep thorough records of all activities and results related to quality assurance.
Train employees on quality assurance best practices and offer assistance.

Desired Experience & Qualification

Minimum Qualifications

Bachelor's Degree in Quality Management, Civil Engineering or an equivalent qualification from a recognized institution.
Professional registration with a recognized engineering body will be an added advantage.
Certification in Quality Management Systems (ISO 9001 Lead Auditor or equivalent) is desirable.
Valid driver's licence.

Experience

Minimum of ten (10) years' experience in quality assurance and quality control within civil engineering or infrastructure construction.
Demonstrated experience on roads, sewer, and water reticulation projects.
Proven experience implementing and maintaining Quality Management Systems on large infrastructure projects.
Experience working with government agencies, consulting engineers, and contractors is an added advantage.
Knowledge of quality standards and regulations.
Strong analytical and problem-solving skills.
Excellent communication and interpersonal abilities.
Proven track record of driving continuous improvement in quality processes.
Ability to work independently and as part of a team.
Implementation of QMS and internal auditing
Proficiency in Microsoft Office Suite and construction quality documentation systems.
