Summary

Major Duties
The employee will serve as the facility management expert in supporting the park management initiatives. Performs and maintains asset inventories and condition assessments for the purpose of maintenance cost for annual and multi-year plans. Utilizes Facility Management Software System for cost effective management of park assets. Determines asset priority index, deferred maintenance costs, current replacement values and condition indexes. Determines and recommend project scope, goals and objectives and evaluates the need for professional consultation for design, development, review and evaluation of project documents. Prepares annual work budget plans for maintenance operations and exercises the full range of supervisory duties at least 25% of the time. Provides professional and technical advice and guidance to the Facility Manager, on managing and supervising park personnel engaged in repair and rehabilitation, cyclic maintenance, routine, and maintenance projects. Project Management encompasses maintaining and/or repairing buildings and structures, utility system operations and maintenance, campgrounds, roads, pedestrian trails, and recreation areas. Plans, directs, manages, and evaluates the maintenance, repair, rehabilitation, and operations of all facilities, grounds, and utilities in Gulf Island National Seashore (GUIS). Responsible for supervising and directing the work of maintenance supervisors, and approximately 20 -30 employees, and for reviewing their work for conformity to the goals and objectives and procedures established for the Facility Management Division at GUIS. Develops, prepares, and/or reviews plans, specifications, and cost estimates for construction and proposed or ongoing projects. Uses a variety of contracting processes to provide Contracting Officer Representative (COR) oversight for construction contracts.
