DescriptionThe Environmental Compliance Manager-Permitting is a member of the Central Environmental Compliance Permitting Group and serves as an internal environmental permitting consultant supporting Clean Harbors facilities throughout North America. This position is responsible for developing permitting strategies, preparing complex environmental permit applications, coordinating with internal stakeholders and engineering teams, and negotiating permit conditions with regulatory agencies.
Unlike traditional facility EHS positions, this role focuses primarily on environmental permitting, regulatory interpretation, and project management rather than day-to-day operational compliance. The successful candidate will manage multiple permitting projects simultaneously across numerous states while partnering with operations, engineering, legal, consultants, and regulatory agencies to support business initiatives.

Responsibilities- Serve as the environmental permitting lead for assigned facilities and business initiatives across multiple states.
- Develop practical permitting strategies for unique operational challenges where regulatory requirements may not be straightforward.
- Prepare, review, and manage complex environmental permit applications, renewals, modifications, and supporting technical documentation.
- Lead permitting efforts for hazardous waste treatment, storage, and disposal facilities (TSDFs), Title V operating permits, air construction permits, wastewater permits, solid waste permits, and other environmental programs.
- Coordinate permitting projects with engineering, operations, legal, consultants, and regulatory agencies from project conception through permit issuance.
- Evaluate proposed operational changes to determine permitting requirements, regulatory applicability, and project risks.
- Interpret federal, state, and local environmental regulations and provide technical guidance to internal business partners.
- Develop regulatory strategies that support business objectives while maintaining compliance.
- Prepare technical correspondence, permit justifications, regulatory responses, and agency meeting materials.
- Serve as the primary point of contact with regulatory agencies during permit negotiations and application review.
- Track permit application status and proactively manage schedules, agency requests, and project milestones.
- Monitor regulatory developments and assess impacts to company operations.
- Provide technical mentoring and permitting guidance to environmental staff and project teams.
- Maintain strong relationships with expert resources and oversee work products, schedules, and budgets as needed.
- Travel occasionally to support agency meetings, pre-application meetings, facility evaluations, and other permitting-related activities.
QualificationsBS/BA degree (required)
BS/BA in Environmental Science, Chemical/Environmental Engineering, or a related technical discipline. (preferred)
Minimum 5 years of experience preparing and managing environmental permit applications.
Demonstrated experience with complex environmental permitting under one or more of the following:
- Resource Conservation and Recovery Act (RCRA)
- Clean Air Act (CAA), including Title V Operating Permits
- Hazardous Waste TSDF permitting
- Medical Waste permitting
- National Pollutant Discharge Elimination System (NPDES)
- Industrial Pretreatment Programs
Excellent technical writing and editing skills with experience preparing permit applications, technical reports, and regulatory correspondence.
Strong understanding of federal and state environmental regulatory programs.
Excellent project management and organizational skills with the ability to manage numerous concurrent projects and competing deadlines.
Demonstrated ability to work independently in a fast-paced environment with evolving priorities and limited direction.
Strong communication and interpersonal skills with the ability to work effectively with engineers, operations personnel, executives, consultants, and regulatory agencies.
Naturally curious with a strong desire to research unfamiliar regulatory issues and develop technically sound, defensible permitting solutions.
Strong analytical and problem-solving skills with the ability to interpret ambiguous regulatory requirements and develop practical compliance strategies.
Preferred
Environmental consulting experience preparing permit applications for industrial facilities.
Experience preparing RCRA Part B permit applications and modifications.
Experience preparing or managing Title V operating permit applications and significant permit modifications.
Experience supporting hazardous waste treatment, storage, and disposal facilities (TSDFs).
Experience negotiating permit conditions with state and federal regulatory agencies.
Experience supporting facilities operating under MACT standards and other Clean Air Act requirements.
Multi-state permitting experience.
Experience coordinating multidisciplinary permitting projects involving engineering, operations, and external consultants.
