About LatinoBuilt
LatinoBuilt (LB) is a trade association for Latino Contractors in Oregon, a 501(c)6 whose primary purpose is to support and empower Latino-owned businesses in construction. LatinoBuilt works with partners within the community to address inequities and connect contractors to public works project opportunities.
Through strategic partnerships, member services, and workforce and business development programs, LatinoBuilt is committed to strengthening Latino-owned construction companies and expanding economic opportunities across Oregon.
Position Overview
The Community Energy Navigator supports LatinoBuilt’s efforts to strengthen community access to energy efficiency programs and resources through outreach, education, and customer support activities.
This position plays a key role in implementing community-based energy initiatives funded through the Energy Trust of Oregon Community Partner Funding (CPF) Program and related partnerships. The Coordinator will conduct community outreach and education activities, coordinate Home Energy Assessments (HEAs), provide customers with energy-saving recommendations, and support qualifying residential services and installations.
The ideal candidate is community-centered, organized, bilingual, and passionate about expanding access to energy-saving opportunities for underserved communities.
Key Responsibilities
Community Outreach& Education
- Conduct culturally responsive outreach and education activities related to residential energy efficiency programs and services.
- Participate in community events, presentations, workshops and informational sessions.
- Build awareness of energy efficiency opportunities and available resources among community members
- Develop and maintain relationships with community-based organizations and partners
Residential Program Support
- Coordinate Home Energy Assessments (HEAs) for eligible households.
- Provide customers with energy-saving recommendations and educational information
- Assist customers in understanding available services, incentives, and program opportunities
- Facilitate referrals and support qualifying residential energy services and installations
- Maintain communication with customers throughout participation in the program
- Application Processing: Manage applications using internal tracker; send confirmation emails to applicants in English/Spanish.
- Conduct satisfaction surveys and provide energy-saving resources to participants.
Partnership & Collaboration Support
- Support collaboration initiatives with community partners and Energy Trust representatives
- Participate in meetings and activities that strengthen community partnerships and outreach efforts
- Represent LatinoBuilt professionally in external meetings and community settings
Data Tracking & Administrative Support
- Maintain accurate records of outreach activities, assessments, referrals, and customer interactions
- Track program participation and maintain organized documentation
- Support reporting requirements and data collection activities related to grant and contract deliverables
- Assist with maintaining compliance documentation and program records
- Contractor & Bid Coordination: Request and review contractor bids for compliance with green program specifications; prepare proposals with recommendations, costs, and incentives for client review.
- Incentive Applications: Complete form; collect contractor invoices with proper incentive line items; submit with required supporting documents (e.g., AHRI certificates, insulation calculators).
Required Qualifications
- High school diploma or equivalent required; Associate or Bachelor’s degree in Community Development, Environmental Studies, Sustainability, Public Health, Business, Communications, or related field preferred
- Fully bilingual in English and Spanish
- Minimum 2–3 years of experience in community outreach, customer service, community engagement, energy programs, or related work
- Excellent interpersonal skills and ability to support members and community participants effectively.
Preferred Qualifications
- Experience conducting outreach in culturally specific communities
- Familiarity with residential energy efficiency programs or utility incentive programs
- Experience conducting assessments, intake, or client navigation services
- Knowledge of construction, home systems, or energy-related programs
- Experience with CRM or database tracking systems
- Green building credentials (e.g., SHP, LEED GA, LEED AP).
