Major Duties
Who Can Apply: Current National Park Service Career or Career-Conditional Employees in the local commuting area and in the competitive service; Land Management Workforce Flexibility Act (LMWFA) eligibles; CTAP eligibles in the local commuting area. Local commuting area definition: The geographic area that usually constitutes one area for employment purposes. It includes any population center (or two or more neighboring ones) and the surrounding localities in which people live and can reasonably be expected to travel back and forth daily to their usual employment (5 CFR 351.203). Major Duties: Supervision: Incumbent has basic knowledge required to supervise Federal employees. This includes position management, the hiring process, correcting employee performance and conduct, evaluating performance, ensuring equal opportunity and fair treatment in all interactions, finding, and offering training opportunities, and many other supervisory skills. The purpose of this knowledge is to ensure employee morale is maintained, employees' needs are met, and the park work required for this position is accomplished. Ability to communicate orally and in writing. Property & Warehouse Management: Knowledge of federal property management and accountability regulations, policies, and procedures to provide guidance and to carry out the park's personal and real property management programs. Knowledge of techniques to compile data and analyze equipment needs and use to conduct equipment utilization studies and make recommendations concerning utilization and disposal of property. Knowledge of property disposal guidelines, methods, and requirements to dispose of and account for excess property through sales or other appropriate means. Knowledge of property survey procedures to provide guidance to the Board of Survey and to process survey actions. Knowledge of depreciation and equipment replacement program to maintain accurate records and coordinate requests for new and replacement equipment. Knowledge of inventory control procedures to maintain accurate property records and conduct annual inventories. Knowledge of key and core systems (i.e. key issues, core changes, door lock repair and/or replacement, associated computer programs, etc.) Knowledge of the computer controlled electronic door system, electronic gate openers, security cameras, and alarm monitors. Their operation functions as they apply to employees, public, and vendor access and security. Ability to use a personal computer and software such as word processing, database, electronic mail, and spread sheets to maintain property records and prepare correspondence and reports. Fleet Management: Incumbent has a level of knowledge of fleet operations necessary to manage all aspects of a large fleet both over-road and heavy equipment. The purpose of this knowledge is to ensure the fleet is kept modern, operating efficiently, fully staffed with qualified personnel, and in good stead with GSA and other agencies the park interacts with. Area Information: This position is stationed at South Rim of the Grand Canyon National Park located in Northern Arizona. The South Rim is approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff, at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches.
