Position Summary
Under the direction of the Environmental Stewardship Department (ESD) Manager, the Major Projects Coordinator will lead the coordination and implementation of environmental stewardship within Musqueam’s Traditional Territory. The Major Projects Coordinator will provide guidance and support, internally and externally, on policy, programs and projects related to Musqueam environment and stewardship issues. The Major Projects Coordinator will also manage, organize and interpret large data sets; maintain, update and expand new and existing datasets; and participate in the development of strategies and prepare a variety of reports and studies. Additionally, the Major Projects Coordinator will establish and maintain liaison with a wide variety of internal and external contacts, including both governmental and non-governmental bodies, and assist in directing the work of consultants and staff on a project basis.
Roles & Responsibilities
Assist the ESD Manager as an office lead and work to take on initiatives to support and advance the work of the ESD Manager and department;
Assist the ESD Manager in delegating project tasks to ensure implementation of projects and plans;
Assist the ESD Manager in the planning, budgeting, strategic development, and delivery of departmental projects;
Ensure all deliverables and reporting requirements of agreements are met in a timely and compliant manner;
Develop, analyze and make recommendations on policy and procedures consistent with the objectives and priorities of MIB in collaboration with management;
Draft various professional documents such as management plans or agreements with external partners and coordinate legal review process of these materials as needed;
Assist management in preparing briefing notes, internal/external reports, summaries, discussion papers, factsheets, and other support related material;
Analyze, evaluate, and prepare written reports on policy implications from findings;
Provide statistical and analytical information to management, including metrics, reports, and analyses for data management, tracking and reporting;
Review, analyze, and prepare summaries, presentations, and graphical representations of proposals and detailed technical reports;
Lead or participate in technical working groups and sub meetings related to intergovernmental agreements in order to coordinate information for multiple departments across the organization; follow up, develop responses, collect and disseminate information;
Diplomatically but firmly advocate for Musqueam Title and Rights and environmentally-sound practices to external parties;
Build and strengthen relationships with external parties to continue enhancing Musqueam’s environmental stewardship in its territory;
Organize community engagement sessions, including preparing presentation materials and newsletters, coordinating with partners, and engaging with members in a respectful way;
Build relationships with community members and work with elders and knowledge holders to gather traditional ecological knowledge in a culturally sensitive way;
Identify and pursue opportunities to advance and support Musqueam community values culture, interests, and capacity in the delivery of department programs;
Develop briefings and recommendations for MIB leadership structures, including presenting or supporting the presentation of these materials;
Assist the ESD Manager in the development and management of departmental budgets, including financial reconciliation and funding reporting;
Seek program funding opportunities, both externally and through partnerships, and prepare financial work plans and applications to pursue funds; and
Performs related duties as required.
Knowledge, Skills and Abilities
Skills and knowledge attained by the successful completion of a post-secondary degree in biology, natural resource management or related field and a minimum of 3 years’ progressively responsible experience in environmental and First Nations issues, environmental policy, or broad-level program management with considerable related experience within a local government or First Nations organization; or an equivalent combination of skills and experience.
Significant experience in the identification and evaluation of technical and policy data required to support senior-level decision-making and funding allocation.
Experience in the management, coordination and implementation of intergovernmental agreements.
Proven ability to lead technical working groups to synthesize information and develop responses for external partners.
Proven experience leading/facilitating working groups, committees, or similar.
Demonstrated ability to drive project delivery across diverse program areas to ensure departmental alignment with agreement criteria;
Experience in developing financial work plans, managing budgets, and performing financial reconciliation;
Exceptional interpersonal skills, with a demonstrated ability to diplomatically but firmly advocate for First Nations Title and Rights in high-pressure environments.
Excellent analytical, problem-solving, persuasion, and consensus-building skills with the ability to work under pressure and independently within a team environment.
Exceptional interpersonal skills with the ability to establish and maintain successful and effective relationships with a variety of internal and external contacts.
Excellent time management skills with the ability to manage multiple priorities and handle shifting priorities to produce results within deadlines.
Strong understanding of Indigenous history and politics in British Columbia; cultural competency and knowledge of Musqueam cultural traditions and interests is preferred.
Experience developing and managing program budgets.
Ability to use sound judgment and diplomacy in high stress/conflict situations.
Advanced skills in MS Office software, Adobe Acrobat.
Proven ability to maintain confidentiality at all times.
Successful Criminal Record Check.
Working Conditions
Work is performed in an office environment and may include offsite activities at assigned worksites
Some evenings and weekends may be required
