Major Duties
The incumbent is a Civil Engineer for the Blue Ridge Parkway, a Unit of the National Park Service. The incumbent serves as an experienced engineer providing civil engineering mentorship and expertise for a variety of complex projects and activities throughout the Blue Ridge Parkway, which typically include a variety of geographic locations, complex features, and unusual needs or special demands. Work may include design, studies, analyses, construction administration, documentation, inspections, assessments, investigations, reviews, cost estimating, specifications writing, compliance evaluations, and evaluating facility capacities and operations for all types of facilities along the Parkway (buildings, water & wastewater utilities, roadway, campgrounds, picnic areas, visitor centers, dams, signage, etc.). Area Information The Blue Ridge Parkway extends 469 miles along the crest of the southern Appalachian Mountains through North Carolina and Virginia between two eastern national parks - Shenandoah and Great Smoky Mountains. Asheville, North Carolina - The duty station is located on the Blue Ridge Parkway at the Park Headquarters (mile post 384 on the Blue Ridge Parkway), which is located in Asheville, North Carolina. All goods and services are available in Asheville and the surrounding communities. CTAP/ICTAP: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
