An opportunity has arisen within the Offshore Wind Directorate, part of the Programme and Supply Chain Unit, for an experienced and motivated individual to join our team. We work across government and with public sector and industry partners to deliver offshore renewables at the scale and pace required to meet Scotland’s Net Zero ambitions.
You will lead and coordinate key elements of offshore wind programme management, governance and risk, while supporting cross-government collaboration and stakeholder engagement, including work linked to the Scottish Offshore Wind Energy Council. Your objective will be to contribute to robust oversight, effective delivery and clear outcomes that support Ministers and drive tangible economic and environmental benefits for Scotland.
ResponsibilitiesResponsibilities
- Work closely with industry stakeholders to maintain oversight and support delivery of the Scottish Offshore Wind Energy Council (SOWEC) work plan, providing high quality and timely briefing for Ministers and Senior Civil Servants (SCS).
- Develop and maintain SOWEC core brief and governance documents, and lead work to embed Scottish Ministers’ policy positions on emerging issues in the work of SOWEC.
- Develop a strong and consistent approach to engagement with key industry and public sector stakeholders, including the Offshore Wind Industry Council (OWIC).
- Working as part of the Programme Management Office (PMO) team, use project management tools and processes to drive progress in the Offshore Wind Programme, including managing risks and reporting to Ministers, Director General (DG), Senior Research Officer (SRO), Programme Director and work stream leads.
- Work closely with colleagues in the Marine Directorate, Directorate for Energy and Climate Change and DG Economy, to ensure policy coherence and delivery of programme objectives.

Working pattern
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role, including Flexi-leave. Scottish Government staff in hybrid-compatible roles should aim to work in-person 40% of the time, either in an office or other agreed work location. Security checks
Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre-employment checks – Identity, Right to work, Employment History and a Criminal Record check (unspent convictions).
Internal candidates may need to gain higher security clearance than they currently hold if successful in their application.
