Salary: $76,313.27 - $86,898.73 – Permanent Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary.
An additional 3% Location Allowance will be added to posted salary for northern location.
About the Job:
The Specialist, Environmental Compliance Programs (Specialist) is part of the Pipelines & External Audit Branch and will lead, plan, and execute management system or program-based audits to assess the performance of industry’s activities and programs against established criteria based on relevant legislation, policy, and best practices with a focus on environmental performance. This position works closely with other Divisions to develop, implement and execute the BCER’s External Audit Program. In addition, this position works closely with the Supervisor, Pipelines & Audit to administer the Regulator’s methane emissions reduction program.

ResponsibilitiesLead, plan, and execute management system or program-based audits to deliver the External Audit Program on time and within budget.
Conduct audits by:
Applying auditing standards
Developing and implementing individual audit plans that identifies the audit's purpose, timeline, scope and criteria
Gathering qualitative and quantitative objective evidence through administrative review and field reviews of operations
Collecting and analyzing data, documents and records
Interviewing
Prepare and distribute audit reports and annual internal and external publications.
Identify non-compliance issues, monitor corrective action plans to resolution or work with enforcement officers, as necessary.
Identify emerging risks and trends from completed audits, identify systemic challenges, opportunities for improvements.
Oversee, implement, maintain, monitor, assess and enhance processes and procedures of the External Audit Program adhering to legislation, policy, standards, regulations, assurance and performance standards.
Lead and/or manage audit teams, consisting of three to five participants, within the BCER across Divisions, and strategically leverage multi-disciplinary subject matter experts as required. Provide expertise, support and on-the-job coaching to audit team members in the areas of management system or program-based audits adhering to the principles of auditing.
Lead and/or manage projects teams, consisting of four to seven participants, in the development of audit protocols, procedures, processes, and tools.
Manage External Audit Program related records and internal reporting.
Develop, implement and maintain mechanism(s) for identifying and prioritizing External Audit Program quality assurance review needs.
Engage and/or consult external stakeholders and permit holders on the objectives, results and improvements of the External Audit Program.
Support investigations, analyze evidence, interpret regulations and enforce them as they relate to the audit process.
Provide technical advice, guidance, and expertise, to BCER staff on management system or performance audit related matters.
Engage and/or consult internal stakeholders on the processes and procedures of the External Audit Program by providing educational material and/or holding training sessions.
Establish external networks and relationships with like agencies/ministries regarding best practices in management system auditing.
Travel to industry locations to conduct audit activities as required.
Assist with data collection, analysis and reporting of methane emissions annual submissions.
QualificationsEducation:
Undergraduate Degree or Technical Diploma in a relevant field such as Environmental Science, Biology, Engineering, Physical, or Resource Sciences and a minimum of five (5) years of related experience including field auditing experience.
Auditor certification is an asset.
Experience:
Demonstrated experience in terrestrial & aquatic ecology of BC & Alberta.
Demonstrated experience in field-based measurement practices (sampling design, plot statistics, data-collection).
Demonstrated experience in soils, vegetation inventories, stream classification and ecological site restoration.
Demonstrated experience using a variety of research methodologies and working in program analysis, evaluation and/or measurement and developing reports.
Demonstrated experience interpreting legislation, regulations and policy.
Demonstrated experience in external reporting along with strong communication skills.
The following would be an asset:
Experience conducting regulatory, performance or management system audits.
Experience implementing, maintaining and enhancing audit programs to adhere to standards and regulations.
Experience in the theory and application of management systems (e.g. Safety, Environment, Quality, Safety and Loss, etc.) and management system standards (e.g. ISO 14001, ISO 9001, CSA Z662, CSA Z767)
Experience in leading small project teams.
Experience applying knowledge of Oil and Gas Industry, including regulation and the role of Regulators in the oil and gas sector in Western Canada an asset.
Experience in stream crossing installation monitoring and design standards related to roads, pipelines, and other linear disturbance types.
