Applicants that previously applied will not need to reapply.This position reports to the Environmental Specialist 5 (ES5) for the Environmental Branch within the Construction & Facilities Management Office (CFMO) and is responsible to serve as an environmental specialist to independently perform professional level assignments and general environmental specialist duties.This is a civilian position and does not require military service affiliation.

Duties
Support of the administration of the Cultural Resources Program and the Natural Resources Program.
- Assurance of environmental compliance with applicable laws, regulations, executive orders, and federal and state directives.
- Help plan, conduct, and coordinate data collection.
- Analyze data, tabulate findings, prepare reports, and develop presentations.
- Support to develop and submit project proposals/budget for program areas.
- Support the Environmental Management System (EMS).
Support of the Environmental Branch Assessment Programs.- Support utilizing NEPA and SEPA (National & State Environmental Policy Acts).
- Conduct Environmental Condition of Property (ECOP) investigations.
- Support with the hiring of well-qualified and reputable contractors.
Support Branch Related Contractual Services.- Support the procurement, direction, and evaluation of contracted services.
- Coordinate and oversee contractor or consultant services.
Qualifications
REQUIRED
One year of experience as an Environmental Specialist 2;
OR
A Bachelor's degree involving a major study in anthropology/archeology, physical science or one of the natural sciences, environmental planning, or allied field.
AND
Two years of professional level experience in cultural resource management, environmental analysis or control, or environmental planning.
OR
A Ph.D. in environmental, physical, or one of the natural sciences, or environmental planning.
Additional qualifying experience in the above field(s) will substitute, year-for-year, for the education requirement. A Master's degree in one of the above environmental fields will substitute for one year of the experience requirement.

Knowledge of:- Federal, Tribal, State, and local environmental compliance issues, laws, and regulations.

Skills & Abilities to:- Consult with stakeholders as related to assigned responsibilities.
- Use Microsoft Office Suite (Word, Excel, Outlook and SharePoint, or similar software) to develop documents in support of program requirements.
Supplemental Information
Compensation: Wage/salary depends on qualifications or rules of promotion.
CONDITIONS OF EMPLOYMENT
Background Investigation: Must successfully complete the appropriate background checks required for employment and to obtain/maintain a Department of Defense (DoD) Common Access Card (CAC) required to access DoD computer systems. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Defense Biometric Identification System (DBIDS): Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.
Union Shop Provision: This position is covered by a union shop provision - Washington Federation of State Employees.
Driver's License:
- Valid to drive in the State of Washington.
- Must meet requirements of the REAL ID Act. This is required to obtain base access and will be required upon hire.
Work Hours: A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.Telework: This position is eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings as required.Emergency Assignment: Upon activation of State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.Military Facility: Willingness to work on a Military Controlled Access Installation.Travel: Regular travel may be required - up to 45% with occasional statewide and overnight stays.Application Process
