Under close supervision of the Senior Right of Way Agent the incumbent will be engaged in a variety of entry‑level Right of Way activities. The incumbent will have varied assignments to reflect training needs and variations in the workload. Will be assigned duties in one or more Right of Way functional areas. The incumbent will be rotated through two to three different assignments in the first two years.
The incumbent is responsible for complex assignments related to Appraisal/Estimating, Acquisition/Condemnation, Utility Relocation, Project Coordination, Planning and Management, Relocation Assistance, Local Programs, Property Management, Excess Land, Airspace and other Right of Way tasks pursuant to established policies and procedures, and applicable State and Federal laws and regulations.

Working Conditions
Position located at 111 Grand Ave. Oakland, Ca. 94612, Alameda County
Multiple positions may be filled from this recruitment.
The incumbent will work in a cubicle setting workstation and climate‑controlled office under artificial light if in Office. However, due to periodic problems with heating and air conditioning, the building temperature may fluctuate. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s current telework policy. While Caltrans supports telework, in‑person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee’s designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Caltrans supports telework, recognizing that in‑person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquarters location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Knowledge of State and Departmental policies and procedures, State and Federal laws, rules and regulations pertaining to the acquisition property for public use, principles of appraising, acquisition, relocation assistance, condemnation, title & escrow, real property law.
Knowledge of:
Basic principles of land economics and general concepts and practices in real property transactions; terminology employed in the semi‑legal work involved in real property acquisition and appraisals.
