Position Overview and Responsibilities: This Government Operations Consultant III position is in the Florida Planning, Accounting, and Ledger Management (PALM) Unit of the Bureau of Finance and Accounting, under the Division of Administrative Services. This position is responsible for assisting the Division of Administrative Services with department transition activities in the implementation of the State of Florida financial management system. Coordinates with administrative services, technical, and program area staff in the analysis, design, and development of updated procedures, policies, and business systems to support the agency’s implementation of the State’s enterprise-wide financial management solution.

- Responsible for gathering documents and analyzing current DEP business design information. Meets with program areas, systems owners, and end users to define business, financial, and operations requirements.
- Responsible for the review, analysis and documentation of the financial management system business requirements. Facilitates the review of research and analysis of existing processes. Develop strategies for the transition to the State’s enterprise-wide financial management solution. Coordinates with the program areas for the design, training, and implementation of the State’s enterprise-wide financial management solutions for business processes and requirements for the agency.
- Assist in the business process redesign and documentation, as needed.
- Works as directed on special assignments/projects and other related duties as assigned.
Required Knowledge, Skills, and Abilities: Knowledge of basic financial principles and practices, the methods of data collection and analysis. Ability to determine work priorities and ensure proper completion of work assignments, communicate effectively verbally and written, establish and maintain effective working relationships with others, formulate policies and procedures, understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities, organize data into logical format for presentation in reports, documents and other written material; collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices; conduct fact finding research; work independently and collaboratively in a team; solve problems and make decisions.
Minimum Qualifications: At least four years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees. The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
Position of Special Trust Requirement: This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Preferred Qualifications:
- Strong data analysis skills with the ability to interpret complex data sets.
- Ability to work independently as well as collaboratively with cross-functional teams. Experience in organizational change management, that includes documentation of change management planning, communicating change to stakeholders, providing support during the transition, and monitoring the progress of the change implementation.
- Experience with financial analysis, a working knowledge of accounting processes, procedures, and internal controls.
- Experience documenting test scenarios, cases and scripts, as well as monitoring, communicating, and reporting testing activities.
- Experience with facilitation techniques to elicit business requirements and drive customer communications.
- Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications.
- Experience with the PALM project or a PeopleSoft financials implementation.
- Experience using the FLAIR system.
