DEP’s Office of Technology and Information Services (OTIS) is currently seeking a Systems Project Analyst. This position provides information technology (IT) project management services support and consultant supervisory oversight for DEP IT projects and project team members. The incumbent will represent OTIS and must be helpful, cooperative, polite, respectful, and courteous at all times in interactions with customers.
Specific duties and responsibilities include:
- Lead teams as directed by team manager.
- Assist the team manager in day‑to‑day tasks and oversight as well as in the planning, development, and execution of special projects.
- Supervise software application developers (contractors).
- Assist other team leads in defining vision, clarifying project scope, documenting results, and implementing vision.
- Participate in research efforts for approved methods of implementing new tools, technologies, processes and procedures.
- Adhere to the DEP project management methodology, standards, policies, and procedures.
- Understand, communicate, and guide team members through the software development lifecycle.
- Liaise with network administrators, database administrators, business analysts, systems analysts, and software engineers to assist in resolving problems with software products or company software systems.
- Provide routine status reports and briefings to project team, customers and senior managers.
- Perform other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Handle sensitive information in a discreet manner, respecting confidentiality.
- Determine work priorities, assign work, and ensure proper completion of work assignments; manage multiple activities.
- Consult and counsel senior stakeholders (CIO, division directors, executive leadership, etc.) effectively, in non‑technical terms, on issues related to the use of technology and its effective implementation within the agency.
- Understand and apply applicable rules, regulations, policies and procedures.
- Organize work within established time frames for which progress is continuously assessed.
- Collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.
- Translate highly technical concepts into language easily understood by management and end users.
- Understand complex business requirements and recommend technology solutions that can address needs in an innovative, effective, and efficient manner.
- Supervise and mentor others.
- Manage multiple assignments and track progress on numerous projects simultaneously.
- Demonstrate strong relationship and interpersonal skills in working with external programs and internal OTIS staff.
- Knowledge of the principles, practices and techniques of project management, methods of compiling, organizing, and analyzing data, and knowledge of IT software development methodologies.
- Skilled in team building; establishing constructive business and gaining the trust of others, and mentoring and training.
- Skilled in strategic planning, resource management, leadership, and communication.
- Excellent written, oral and interpersonal communication skills.
- Knowledge of trends and directions in Information Technology.
- Knowledge of team dynamic, team building, and group motivation techniques.
Minimum Qualifications:
- Work experience in an IT environment involving projects/project management.
Other Job Related Requirements:
- Certified ScrumMaster (CSM) certification (required within one year of employment).
- Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification (required within three years of employment).
Position of Special Trust Requirement: This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required.
Preferred Qualifications:
- Bachelor of Science degree in Computer Science, Information Technology, Information Systems, or other IT‑related field (Preferred).
