Serves as project manager for the Florida-Friendly Landscaping™ Program, including FFL‑related activities and contracts. Oversees nonpoint source pollution education initiatives in coordination with the Program Administrator. Provides technical assistance to stakeholders, coordinates scheduling of staff and education tools for public education opportunities as needed. Manages approximately 10 grant agreements for preventing or treating nonpoint source pollution in Florida.
The incumbent works 40‑hour weeks, Monday‑Friday, core hours 9 AM – 3 PM on site, with moderate travel, and directly supervises 3 Environmental Specialist III positions.
As a supervisor, the incumbent communicates, motivates, and evaluates staff performance, and is responsible for time and attendance of subordinates. Supervises Nonpoint Source Management Program project managers and facilitates grant agreement development and execution.
Additional responsibilities include managing FFL‑related grants and contracts, representing DEP’s interests, providing strategic planning support, reviewing educational materials, and facilitating collaboration between FFL, DEP, and stakeholders. Oversees education initiatives of the Nonpoint Source Pollution Management Program, consults on science communication best practices, updates websites, and facilitates meetings.
Assists the Program Administrator with statewide water quality management programs, develops regulatory and non‑regulatory watershed strategies, oversees standards for management practices, directs technical assistance and public education, and supports grant solicitation and project evaluation.
Supervises staff to ensure proper review of scopes of work, agreements, reimbursement requests, and supporting documentation in accordance with programmatic requirements and grant agreements.
Develops rules and operating procedures, handles information requests, intergovernmental reviews, special projects, and coordination with external agencies and stakeholders. Implements accountability and standard operating procedures, tracks program activities, and prepares reports on metrics and outcomes.
Coordinates financial management procedures, tracks and reports financial information for grant funds, and responds to financial and program information requests.
Develops constructive relationships with local, state, and federal agencies, governmental entities, consulting engineers, and other stakeholders regarding program requirements.
Required Knowledge, Skills, and Abilities
- Knowledge of urban stormwater and agricultural best management practices, nonpoint source management, and the Department’s contracting and purchasing policies.
- Skilled in Microsoft Office (Word, Excel), short‑ and long‑range program planning, problem solving, decision making, and public outreach (event organizing, public speaking, science communication).
- Ability to manage staff, communicate effectively verbally and in writing, build relationships, assess budgets, provide leadership and motivation, organize and direct program activities, understand grant management regulations, create policies and procedures, and analyze data using spreadsheets.
Minimum Qualifications
- Valid driver’s license.
- At least 4 years of verifiable related experience (post‑secondary degrees may be substituted on a year‑for‑year basis; foreign degrees require credential evaluation).
Preferred Qualifications
- Knowledge of stormwater, wastewater, and drinking water treatment practices and nonpoint source pollution management.
- Experience in education/outreach campaign development or implementation.
- Experience managing state agreements, contracts, and the state procurement process.
- Knowledge of environmental issues and laws related to water and ecosystems in Florida.
- Excellent communication, people, organization, and time‑management skills.

This position is designated as a Position of Special Trust and requires successful background screening. Applicants must obtain and maintain a Florida Certified Contract Manager Certification within 12 months of hire.
