Role Description
Summary
The Climate Change Committee is looking for a talented Senior Analyst (Civil Service G7 grade) to lead the CCC’s work the implications of the UK’s transition to a Net Zero and climate resilient economy on affordability, jobs, co-benefits and inclusion. The role offers a unique and exciting opportunity to shape the CCC’s advice to government on this critical topic. This is a permanent position, starting in July.
Background
Mitigation. The CCC published its Seventh Carbon Budget Advice in February 2025, a setting out CCC advice on greenhouse gas emissions targets across all sectors of the economy. It includes analysis on the impact of the Net Zero transition on different household bills, jobs, groups with protected characteristics and co-benefits. The next year will be an exciting time for communicating the key findings of the Seventh Carbon Budget Advice to a range of stakeholders, and updating our analytical tools for future advice. The CCC will also publish its annual mitigation progress report in June 2025, providing more specific recommendations to government on how to ensure the UK’s transition to Net Zero is just.
Adaptation. The CCC will be publishing the UK’s Fourth Independent Climate Change Risk Assessment (CCRA4-IA) in mid-2026. As part of this high-profile programme of work, the CCC is commissioning a ‘Technical Report’ assessing the evidence on the risks of climate change to the UK, and will be publishing a ‘Well Adapted UK’ report, which will set out a vision of a climate-resilient UK. Responsibilities
The role sits within the CCC’s ‘People and Business Team’, which spans the role of people, the just transition and the private sector in the UK’s transition to a Net Zero and climate-resilient society. The team considers both mitigation and adaptation perspectives. This is a dynamic multi-disciplinary team, with a highly supportive, very friendly and motivated working culture.
The postholder will be responsible for leading the CCC’s analysis and advice on the ‘just transition’, which includes analysis on household cost and savings, jobs and skills, co-benefits and protected groups. The postholder will line manage a high performing HEO in the team who will support on (and in some cases, based on agreement with the postholder, lead on) the workstreams outlined below.
Key responsibilities are likely to include:
1. Presenting and developing analysis on household level costs and savings.
- Engaging with stakeholders across the government, academic, third sector and private sector actors to present the findings of the recently published CCC analysis and advice on the impact of Net Zero on the costs and savings across different households, and to receive feedback
- Answering written questions on the CCC’s recently published analysis on the costs and savings across different households
- Leading a review of the CCC’s internal distributional model (which assesses the impact on the costs/savings of 15 household archetypes of Net Zero), and scoping whether the model should be improved, or a new more granular model, be built, to inform future analysis and advice
2. Presenting and developing analysis on jobs and skills.
- Engaging with stakeholders across the government, academic, third sector and private sector actors to present the findings of the recently published CCC analysis and advice on the implications of the Net Zero transition for jobs and skills, including region-specific finding in places such as Aberdeen.
- Updating the CCC’s existing analysis on the job impacts of the Net Zero transition, and updating the numbers to align with the CCC’s Seventh Carbon Budget pathway.
- Engaging with external and internal stakeholders to identify future priority analysis by the CCC on job impacts and skills constraints related to the Net Zero transition.
- Where relevant, organising visits to particular regions or areas particularly pertinent to the just transition.
3. Embedding analysis and advice on the just transition into the Well Adapted UK report
- Ensuring consideration of groups with protected characteristics is embedded into the Well Adapted UK advice and analysis
- Assessing and identifying priority areas for analysis and advice on the intersection between adaptation and just transition topics
- Helping review and feed into CCC adaptation colleagues’ work on assessing the regional distribution of vulnerability to climate change impacts
- Where needed, providing support to CCC adaptation colleagues on analysis relating to jobs, skills and co-benefits in relation to adaptation.
4. Presenting and developing analysis on wider just transition topics, including impacts on protected groups and co-benefits
- Engaging with stakeholders across the government, academic, third sector and private sector actors to present the findings of the recently published CCC analysis on the potential impacts of Net Zero on groups with protected characteristics, and co-benefits.
- Answering written questions on the CCC’s recently published analysis on these topics.
- Engaging with external and internal stakeholders to identify future priority analysis by the CCC on these topics.
5. Mitigation Progress report (June 2025). Reviewing policy progress in relation to a just transition.
- Reviewing policy progress in relation to a just transition through desk reviews, stakeholder engagement and review of relevant data.
- Assigning scores based on the evidence, and developing policy recommendations
- Drafting an assessment of progress and recommendations.
- Presenting to our Committee to receive feedback and guidance
Throughout the process the post-holder will be responsible for:
- Maintaining and building CCC networks with government, academic, third sector and private sector actors to inform and communicate CCC analysis and advice around a just transition.
- Presenting initial analysis and recommendations to the Committee
- Contributing flexibly to wider team priorities and pieces of work as needed.
Requirements
This role would be most suited to someone who enjoys engaging with a range of external stakeholders, and thinking strategically about what is needed to support a just transition towards a Net Zero and climate resilience. They would have the following experience:
- Just transition experience: experience working in or with topics around the just transition (such as impacts on household bills, impacts on the workforce)
- Climate change experience: experience (professional or education) on at least one of climate mitigation or climate adaptation
- Analytical experience: Experience assessing and synthesising qualitative and quantitative evidence from a range of sources, as appropriate, assessing the reliability of evidence, and quality assuring analysis. Highly proficient in excel.
General
The work of the CCC to date has been influential in setting the direction of UK and devolved administration climate policy, and in the development of policy in highly challenging areas. This post provides an excellent chance to work on high-profile policy areas with a high degree of autonomy, with a strong analytical focus, within a supportive team and with exposure to the distinguished members of the Committee. The roles also provide an opportunity to develop report writing, project management, influencing and stakeholder relation skills.

Successful applicants will agree a development plan with their manager.
The CCC office is based in Canary Wharf, London, with staff expected to attend the office for 40% of their contracted hours. The pay band for this role is £59,782-£66,512 and the expectation is that the successful candidate will join on the minimum of the CCC G7 pay band.
We support a wide variety of working patterns such as compressed hours, hybrid working, part time hours, job sharing and flexi time. National pay bands may be used where staff apply to work from home for more than 60% of their working hours and live outside London. Regular attendance at our London office, for example for meetings and training, will still be required. The national pay band for this grade is £55,251-£62,467.
