Reporting to: District Vice President, Building Ontario.
Location: Mississauga, ON (office-based with site visits across regions and potential adjacent provinces)
The District HSE Manager is responsible for leading the development and continuous improvement of the Buildings HSE Management Program. This role ensures compliance with regulatory requirements and company standards while fostering a culture of safety excellence across all projects.
Key Responsibilities
Champion a culture of ethical integrity and safety excellence aligned with the organization's values.
Lead the development, implementation, and continuous improvement of the Buildings HSE Management Program.
Collaborate with the Building Leadership Team and the Senior Building HSE Director to ensure consistent implementation of HSE programs across the Building division.
Oversee and enhance the HSE Manual, Policies, and Procedures as needed.
Provide leadership, coaching, and direction to District HSE Coordinators to achieve HSE Key Performance Indicators (KPIs).
Represent the organization in interactions with provincial and federal regulators alongside the Senior Building HSE Director.
Work collaboratively with internal and external stakeholders to communicate, implement, and measure HSE standards.
Ensure timely reporting of HSE statistical summaries, including leading and lagging indicators, in coordination with the Senior Building HSE Director.
Audit the Health, Safety, and Environmental Management System to maintain its integrity.
Support the completion of incident investigations, ensuring timely communication of findings and corrective actions to senior management and relevant stakeholders.
Ensure corrective actions within the HSE Management System are assigned, completed, and closed out appropriately.
Assist in delivering safety program training to employees at all levels.
Act as an HSE resource for client proposals and inquiries in collaboration with the Senior Building HSE Director.
Oversee and support HSE Coordinators in actively promoting, engaging, and facilitating the HSE program.
Provide guidance to district HSE representatives and site leadership on HSE-related matters.
Lead investigations into serious incidents and oversee nationwide HSE incident broadcasting.
Participate in the hiring and development of onsite HSE personnel, providing coaching and mentoring to ensure effective project execution and career growth.
Support the District Vice President in developing future HSE professionals through succession planning, career development, and performance feedback.
Qualifications & Experience
Bachelor's degree in a relevant field.
Certified Registered Safety Professional (CRSP) designation required.
National Construction Safety Officer (NCSO) certification is an asset.
15+ years of health and safety field experience, preferably in the construction industry.
Strong working knowledge of Occupational Health & Safety (OH&S) / OSHA Acts and Regulations.
In-depth understanding of local government Health & Safety Acts, Policies, and Industry Standards as they apply to construction.
Experience in developing, implementing, and managing health and safety management systems.
Skilled in internal and COR external auditing programs.
Ability to apply risk assessment methodologies to operations and activities.
Established external networks within academic institutions, associations, and leading employers.
Self-motivated, action-oriented, and able to work independently or collaboratively.
Excellent interpersonal skills with a strong customer service mindset.
Strong sense of urgency and commitment to achieving safety goals.
Ability to build and maintain positive relationships with multiple stakeholders.
Exceptional written and verbal communication skills.
Strong organizational, analytical, and problem-solving abilities with keen attention to detail.
Proven ability to manage multiple priorities in a fast-paced and dynamic environment.
