Job Overview
The Illinois EPA (Environmental Protection Agency) is seeking candidates for the title Environmental Protection Specialist I (EPS I) in the Bureau of Land’s Remedial Project Management Section (RPMS), to provide technical reviews of scientific reports submitted to the Site Remediation Program (SRP). The EPS I will work firsthand with environmental consultants and other stakeholders directly involved with remediation projects throughout the state in both voluntary and enforcement-related scenarios. Using knowledge of the existing regulations and a scientific understanding of site characterization, site assessment, and remediation efforts, an EPS I in RPMS will oversee projects in various stages of cleanup and ensure the final outcome meets cleanup objectives protective of human health and the environment and will facilitate the issuance of No Further Remediation letters. Additionally, the role of EPS I in RPMS may oversee Illinois EPA contractors, assist with the review of reports for Illinois EPA’s Brownfields program, help draft enforcement-related documents as well as contribute further development and enhancement of RPMS programs through collaborative and individual efforts.

Essential Functions
- Assists in conducting scientific reviews of Site Remediation Program (SRP) reports submitted to the Illinois EPA from Remediation Applicants (RAs), consulting firms and other entities for the Remedial Project Management Unit (RPMU) B, Remedial Project Management Section (RPMS), Bureau of Land (BOL);
- Assists and participates in enforcement related activities;
- Assists with the management of State or Federal funded investigations/cleanups through the utilization of Illinois EPA, US EPA or other State of Illinois contractors;
- Assists higher level staff in the performance of on-site activities;
- Assists higher level Illinois EPA staff with ensuring technical or program specific requirements for the Brownfields program are met;
- Receives training and guidance in supporting the Remedial Project Management Section by staying involved with program updates, addressing public inquiries, participating and attending relevant trainings;
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires the knowledge, skill and mental development equivalent to the completion of four years of college with
coursework in the physical, life or environmental sciences and requires either:
a) one year of professional experience in pollution abatement or a related field, or
b) completion of an agency approved training program.
OR
- Requires a master’s degree with coursework in the physical, life, or environmental sciences.
Preferred Qualifications
- Prefers working knowledge of modern inspectional and investigative techniques and procedures.
- Prefers working knowledge of modern environmental control systems, facilities, techniques and procedures.
- Prefers working knowledge of state laws, rules and regulations as pertaining to environmental protection or pollution
abatement.
- Prefers ability to prepare comprehensive, technical and scientific reports of field investigations and/or inspections.
- Prefers ability to analyze and interpret the scientific data of plans for facilities, installations and equipment.
- Prefers ability to establish and maintain working relationships with municipal officials, facility operators and owners, plant
managers, or their representatives and general public.
- Prefers ability to interpret pertinent state laws, rules, regulations, policies or procedures of the agency to individuals and
municipal bodies.
- Prefers ability to operate field equipment (and sampling equipment) such as a camera, dissolved oxygen testing and
monitoring equipment, Hach field kit, real time analyzer, hand-held gas detectors, sound level meters and (drilling, sampling,
and probing equipment).
- Prefers ability to meet safety standards as specified by applicable state and federal laws.
- Prefers the ability to utilize a personal computer and knowledge of common Microsoft applications and software.

- As required by OSHA 29 CFR 1910.120, this position will be required to take (within 90 days of employment) and maintain
working knowledge (8-hour refresher) and/or certification to ensure position is up to date with laws, rules and regulations to
maintain compliance with Illinois Department of Labor Occupational Safety Regulations: 24-hour OSHA training.
