Job Description and Duties
Under the direction of the Staff Services Manager I, Revenue Forecasting and Financial Analysis Branch, the Research Data Analyst II (RDA II) in a lead analyst capacity, is responsible for independently performing a wide variety of technical research, analytical, and consultative staff services assignments related to financial information for the Road Maintenance and Rehabilitation Account (RMRA), which is one of Caltrans’ primary and most complex funds. The incumbent is also responsible for evaluating changes to Caltrans’ programs and assessing the impact on future resources and commitments. The incumbent must demonstrate consistency, prudence, initiative, and the ability to complete very detailed and accurate work with a high degree of independence and originality in performing job functions.
The incumbent will independently research, gather, and compile various types of data in order to produce, defend, or change current financial and resource management methodologies. Annually develop cash forecasts and cash flow models for the RMRA. Analyze all activity and provide weekly, monthly, quarterly, and annual reports to management regarding the status of the fund. Complete Fund Condition Statements, Schedule of Revenues/Transfers/Loans, and respond to financial drills requested by the Department of Finance as needed. Formulate responses to requests initiated by both internal and external sources regarding Caltrans’ revenues, expenditures, funding, programs, accounts and other financial information. Provide complex analyses regarding a variety of subjects impacting Caltrans resources, including (but not limited to): fuel consumption trends, the disposition of other funding sources including federal funds, short-term and long-term loans, and ensure accurate distribution of tax revenues. Evaluate proposed and new legislation in order to determine and report possible impacts on Caltrans’ RMRA resources and programs.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: The incumbent must possess extensive computer skills (including Excel, Word, and PowerPoint), excellent writing skills, knowledge of budget development, and a preliminary understanding of accounting, economics, statistics, and forecasting methods. Must have the ability to reason logically and use various analytical techniques to assist in the evaluation of financial, budgetary and economic issues and to make recommendations. Must be able to monitor and evaluate financial and budget data that covers a wide range of activities; and evaluate the completeness and reliability of financial data. The incumbent must consistently practice the principles of completed staff work; be able to detect problems and make recommendations for corrections.
